Your Specific Responsibilities:
This position is responsible for detecting, controlling and preventing Sexually Transmitted Diseases including HIV and Hepatitis for Polk, Highlands and Hardee Counties. This incumbent is assigned to the clinic/field team and may be required to work a flex schedule evening and weekends as program needs dictate. This position is classified as sensitive and governed by state and local confidentiality and security policies in accordance with Florida Statues 384, Florida Administration 10-3 and Health department guidelines, rules and regulations. Incumbent is responsible for maintaining and securing confidential data sets: e.g. STD/HIV case reporting, surveillance information and clinical information. Incumbent is responsible for following all Internal Operating Policies, Procedures, and other specific supplemental operating procedures related to the position. Incumbent must know venipuncture procedures and incorporate into daily field activities. Incumbent is expected to communicate in a courteous and professional manner always all the time. Incumbent Is required to review client information entered into HMS Clinical Encounters, including progress notes/labs and scheduled appointments, and enter accurate EAR and other work documentation in a timely manner.
- Assigns cases from the ELR to Field Staff every morning.
- Pulls faxes from confidential fax, uploads documents to STARS, updates record including adding labs, conducts preliminary investigation on case, including calling provider for treatment information, then assigns case to DIS for further follow up.
- Consults with private physicians, private and public laboratory personnel, and other health care providers to stimulate case reporting, obtain information on STD patients/contacts/clusters, and share information on diagnosis and treatment as appropriate. Provides screenings, educational presentations and in-service training as directed/needed. Collaborates with community partners and performs outreach activities.
- Coordinates and conducts timely personal interviews and re-interviews of patients infected with sexually transmitted disease (STDs) and HIV/AIDS for purpose of educating patients regarding their infection and appropriate medical care, developing plans to locate and refer their sex and needle sharing partners and others at risk for infection to a medical facility for examination and appropriate treatment. Performs cluster interviews on persons determined to be potential information sources of known cases. Utilizes HMS, STARS, and other available computer applications for finding locating information for stalled patient investigations.
- Provides confidential counseling, testing and referral services for named contacts of STD and HIV infected persons upon referral from private physicians, hospitals, local clinic and other sources.
- Will assess STD clients for PrEP and refer candidates for PrEP to closest health department clinic or other appropriate health care organization. Will provide information regarding the use of PrEP to patients who may benefit from PrEP.
- Performs timely field follow-up to locate and refer infected persons, sexual and needle sharing partners, and other at-risk individuals, to an appropriate diagnostic facility for examination and treatment. Incumbent shall allow quality assurance assessments in incumbent’s vehicle during field visits, or in clinical/other settings. Shall conducts field serologic and other screening of individuals considered to be at risk for STDs/HIV/Hepatitis/TB. Interprets laboratory results for standard STD and HIV tests and recognizes recommended treatment for a variety of STDs. Performs court order testing as per procedures.
- Prepares and maintains timely and accurate records and reports as required. Enters STDs and HIV/AIDS information into STARS in an accurate and timely manner. Utilizes HMS or other appropriate resources to record search laboratory results of patients reporting to the STD clinic and those who have tested in the field. Assists supervisor in the collection of necessary statistical data, completion of assigned paperwork, and maintenance of logs and files.
- Provides assistance with walk-in STD/HIV testing for referred clients and partners as well as court ordered clients.
Required Knowledge, Skills, and Abilities:
- Knowledge of basic medical and drug terminology.
- Knowledge of the transmission, prevention and risk reduction of STDs, HIV/AIDS, Hepatitis.
- Knowledge of health promotions and disease preventions.
- Knowledge of basic computer skills including ability to utilize database, spreadsheet.
- Knowledge and ability to share information on STDs and HIV/AIDS.
- Knowledge of Universal (Standard) precautions and infection control practices.
- Knowledge of contact investigation, tracing and notification of communicable diseases.
- Skill in motivational interviewing and counseling.
- Skill in telephone and in-person interviewing to complete investigation with the clients.
- Skill in testing for select STDs, including drawing blood, performing rapid tests.
- Ability to interview patients.
- Ability to maintain confidentiality.
- Ability to follow instructions.
- Ability to keep accurate records.
- Ability to communicate effectively and professionally, orally and in writing.
- Ability to establish and maintain effective working relationship with other team members, supervisors and other professionals and the public.
Qualifications:
Minimum
- Valid Florida Driver’s License or the ability to obtain one within 30 days of employment.
Preferred
- Minimum of Associates Degree in health-related field such as biology, public health, science, health education or nursing, preferred, and/or at least 12 months of verifiable experience in a public health/ medical field or social and human services field.
