SPECIAL NOTE:
The Training Manager is responsible for planning, managing and coordinating the training and development activities, and staff of the Benefits and Assistance department. It is further responsible for overseeing the development of instructional materials, coordination of educational content, and the incorporation of current technology int instruction both with the Learning Management System (LMS), and outside of it both in-person and online learning, staff development and training.
MINIMUM REQUIREMENTS:
- An employee in this class must have served as a member of the Armed Forces of the United States; and must have been separated from such service with an honorable discharge. DD-214 - Member Copy #4, must be provided.
- Current employee of the Florida Department of Veterans' Affairs.
- A Bachelor's degree from an accredited college or university college.
- Excellent written and oral communication skills.
- Excellent Interpersonal skills: ability to work well with others.
- Excellent computer skills, including proficiency in Microsoft Office. Suite and web-based applications.
- Successful Completion Level 2 background screening.
PREFERRED QUALIFICATIONS:
- Three (3) years of professional or technical experience in training, teaching and or conducting research and one (1) year of management experience.
- American Legion and FDVA accreditations.
POSITION DESCRIPTION:
This position is assigned to the VA Regional Office in Bay Pines, Pinellas County.
Responsible for the development and implementation of agency training through the Learning Management System (LMS) with People First. Overseeing the onboarding process for all new Benefits and Assistance employees.
Analyzes, plans and develops training programs and procedures utilizing knowledge of relative effectiveness of individual training, in-person and online training, on-the job training, meetings, conferences and workshops.
Responsible for the oversight and formulation of training policies and schedules, utilizing knowledge of identified training needs. Manage MOU with all training partners (NVLSP, American Legion)
Implements and manages the development and organizing of training manuals, competency outlines and check list, training curriculum, multimedia training and visual aids and staff development and training materials as needed.
Responsible for the implementation of staff development and training schedules, calendars, assignment of instructors, and recruitment of subject matter experts to assist in specialized training events/conferences.
Evaluate the effectiveness of training programs, trains instructors and supervisors in effective training techniques, monitor and evaluate instructor performance, provide feedback and training if necessary. Develop testing and evaluation procedures.
Responsible for the development, organization, coordination of Basic Supervisory Skill Management and Training Program and recruits SMEs from Federal and County Veteran Service Offices to provide knowledge and expertise.
Responsible for conferring with the Board of Directors, maintaining and providing monthly/quarterly reports for the Benefits and Assistance department. Identify staff development and training needs, production processes.
Responsible for ensuring agency compliance will all state and federally required training programs and processes. Reviews and evaluates training requirements and programs for compliance.
Performs other related duties as assigned, required and or necessary.
This position is in the Selected Exempt Service System.
