WORKING TITLE: CORRECTIONAL SERVICES MANAGER

This open competitive advertisement is for a SES (Selected Exempt Service) position located at Calhoun Correctional Institution and reports to the Bureau of Classification Management in Central Office in Tallahassee, FL.

The State Classification Office provides consistent and uniform inmate decision making by approving all classification activities involving inmate transfer, special status assignments, exceptions to recommended custody levels, and other classification related functions. Ensuring uniform application of rules through on-site review of specified special status inmates.

This position is not a telework position and is required to report to the FDC office in the area it serves.

 

JOB DUTIES:

  • Approve, disapprove, or modify recommendations from the Institutional Classification Team (ICT) for the assigned institutions.
  • Approves, disapproves or modifies all custody recommendations that include an exception to the system generated suggested custody.
  • Approves, disapproves or modifies all community and minimum custody recommendations.
  • Approves, disapproves or modifies all Close Management recommendations. This is to include initial recommendation for placement in Close Management, periodic on-site review on inmates in Close Management, and recommendations to release from Close Management.
  • Approves, disapproves or modifies all Protective Management recommendations. This is to include initial recommendation for placement in Protective Management, periodic on-site review of inmates in Protective Management, and recommendations to release inmates from Protective Management.
  • Approves, disapproves or modifies all work release center recommendations.
  • Approves, disapproves or modifies all Special Review recommendations.
  • Participates in regularly scheduled State Classification Office meetings at the direction of the State Classification Office Chair.
  • Provides on-site assistance in the event of an institutional disturbance to assess, coordinate, and facilitate transfers, or other required classification actions. Provide on-site review and analysis of specified actions to inmates in administrative or disciplinary confinement, or protective, close, or maximum management.
  • Reviews and placement of ranked inmates to participate in academic, vocational and substance abuse programs.
  • Reviews and approves or disapproves recommendations for participation in the Community Work Release program within five working days of receipt. Ensures that recommendations are properly entered into the CDC database. Liaisons with field staff to ensure enough recommendations are submitted to maintain a 97% or higher occupancy rate. Assigns inmates to a specific facility in the area of his/her release and with consideration of current vacancies.
  • Reviews and approves transfers for placements into the department’s veteran’s dormitories.
  • Reviews and prepares for approval by the Bureau Chief administrative move transfer requests from facility wardens and the Regional Directors’ offices. Once approved, these moves are then coordinated with Population Management.
  • Responds to written letters, emails and phone calls from inmate families, field staff, law enforcement agencies, courts, government officials and the general public regarding inmate classification issues.
  • Provides training to all staff and contract staff as necessary regarding state classification functions.
  • Reviews, investigates and prepares responses to inmate administrative appeals on matters pertaining to state classification such as custody, work release, transfers, close management and protective management.
  • Conducts weekly secondary reviews of close management decisions to ensure appropriate utilization of CM beds.
  • Responsible for the statewide oversight and coordination of the Faith and Character Based program. Ensures uniform application of Department’s rules and procedures for the program.
  • Identifies appropriate inmates and coordinates inmate transfer to Re-Entry facilities, Faith and Character and Self-Improvement dorms; and Faith & Character Institutions.
  • Reviews and suggests changes to administrative rules, procedure manuals and technical manuals that pertain to state classification as directed by the Corrections Program Administrator.
  • Maintains records for changes to facility profiles as established.

REQUIREMENTS:

  • Must possess a high school diploma or its equivalent.
  • Must possess supervisory experience.
  • Must possess five (5) or more years of experience in Classification with the Florida Department of Corrections.
