POSITION DESCRIPTION: Oversees technical operations teams directly and responsible for day-to-day operations within Tolls Data Center (TDC). Ensures equipment and software is appropriately maintained to sustain operational needs achieving required availability. Responsible for Disaster Recovery site availability and health including regular testing to ensure readiness. Responsible for managing the department service contracts. Ensures all metrics, Key Performance Indicators (KPIs), Dashboards are up to date regarding hardware and software components of the data center and coordinates the appropriate review sessions with the Department leadership. Collaborates with the Infrastructure manager to ensure a proper sizing and strategy are defined regarding equipment lifecycle, patching and upgrades. Leads monthly recurrent review sessions where TDC leadership will assess systems health, trends and potential risks. Identifies processes improvements, Standard Operating Procedure (SOP) accuracy and overall needs for improvement to ensure appropriate resources are properly allocated to allow TDC to deliver the necessary services to the operation. Analyses and proposes changes in the sourcing models to best serve the allocated budget and functional needs and best meet service levels.

 

Supports staff assessment evaluations and professional development plans to identify training needs for users and department staff. Makes recommendations for annual training required for department staff. Ensures appropriate change management controls are implemented within the operation to ensure successful implementations and proper risk mitigation. Collaborates with the appropriate resources to ensure all systems are in compliance with Cyber Security requirements and Payment Card Industry (PCI) standards.

 

Responsible for the department technical team and to structure the appropriate levels of control, workplan, achievements and overall performance of each team member. Responsible for maintaining team morale and engagement. Works with the Project Management (PM) department to ensure proper allocation of resources is available given the project needs and accountability of levels of effort and dedication.

 

Ensures that technical documentation originating in the Department is up to date and an accurate reflection of the associated infrastructure. Participates and leads the team in the adoption of enterprise grade Information Technology (IT) asset management standards, architecture and technology and roadmap.

 

Provisions system access and specialized security to State employees, contractors, and consultant personnel as authorized for Data Center and technology environment including granting, auditing, and terminating, access to technology environment based on the Department and Turnpike's policies and procedure for use of technology resources. Participates and supports the department throughout the necessary audits and review processes. Ensures the department compliance with all current and future requirements triggering the necessary actions to address any potential gap. Works closely with the District Information Technology teams and Department’s Central Office on the coordination of information technology activities, projects and initiatives and serves in place of Tolls Data Center director in their absence.

 

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge, skills and abilities, including utilization of equipment, required for the position: Skilled in project control and cost estimating techniques; Skilled in change control, change management and Quality assurance standards; Skilled in enterprise technology operations and procedures and associated management system/standards; Knowledge of technology components of a standard IT infrastructure including but not limited to Database systems, Virtual Servers, Oracle and Windows environments, etc. Ability to identify and define user task needs; Ability to conduct short and long range project planning studies; Ability to plan, organize and coordinate work assignments; Ability to understand and interpret technical materials; Ability to communicate technical data processing information to end users and vendors verbally and in writing; Ability to process information logically and solve problems; Ability to understand and apply applicable rules, regulations, policies and procedures; Ability to lead and manage professional and technical staff; Ability to establish and maintain effective working relationships with others; Ability to support, troubleshoot and manage networked equipment, database and wireless environments and virtualized technology resources.

 

OTHER JOB RELATED REQUIREMENTS: Overnight travel required. Incumbent must be available to work during off-duty hours.
