This position requires a valid Class (E) driver license with an acceptable driving record in accordance with the Department's Drivers Record Requirements Policy. An unacceptable driving record is defined as any of the following:
- three (3) or more moving violations in the past 3 years that accumulate 3 or more points per violation.
- any 2 convictions of reckless driving in the past 3 years.
- a suspension or revocation of the driver license for moving violations in the past 3 years; and
- a suspension or revocation for refusal to take a sobriety test, or any suspension or revocation for a DUI conviction in the past 4 years

POSITION DESCRIPTION: Manages and oversees the implementation of contracts and special projects within the Project Management Office for the Division of Toll Operations. Travels to different sites, if needed, to ensure the implementation of assigned special projects. Develops related procurement documents, cost estimates, technical requirements, functional requirements, system requirements, business rules, performance requirements, Key Performance Indicators (KPI), and Service Level Agreements (SLA). Supervises direct report. Manages the development of project documentation including project charters, communication plans, project plans, and other project artifacts required for project management. Develops selection criteria, identifies Technical Review Committee and Selection Committee members, and coordinates contractual and budgetary items with the General Counsel’s Office and agency Procurement staff, as well as Accounting and Finance staff.
Oversees contract lifecycle, including requirements, vendor performance, and milestones documentation process. Ensures Department and vendor compliance with the contract. Travels to different sites, as needed, to ensure vendor /contractor performance. Holds contractor accountable for all contractual requirements, deliverables, and overall performance. Tracks and resolves issues that arise during project implementation, including those related to schedule, functionality, technical performance, and meeting of requirements. Coordinates with the agency Toll Operations team, vendors and/or third-party service providers, and tolling and non-tolling partners, as needed. Coordinates with contractual services and legal for any review, action, or documentation that might be necessary as part of the contract's lifecycle. Ensures adherence to Department contractual and procurement requirements. This position manages and/or approves contracts in excess of $35,000 per single transaction. This position has financial disclosure responsibility in accordance with Section 112.3145, F.S.
Prepares monthly status reports, presenting to agency management on project schedule, status, risks, issues and accomplishments. Leverages Toll Operations portfolio management tool and project management office resources to adhere to standards regarding project management, tracking, and reporting.
Reviews and approves contractor invoices and ensures timely processing of valid invoices.

Strong project management and organizational skills. Skilled in developing procurement documents including scope of work, requirements, cost estimates, pricing sheets, and selection criteria for a complex toll Operations systems and services. Ability to track and resolve issues that arise during project implementation. Ability to negotiate, forecast, resolve issues and disputes, prioritize tasks, and manage time. Ability to communicate with multiple disciplines including Accounting and Finance, Procurement, and General Counsel. Ability to oversee and supervise staff.
OTHER JOB-RELATED REQUIREMENTS: Obtain Florida’s Certified Contract Management certification within 6 (six) to 12 (twelve) months of hiring day in accordance with subsection 287.057 (17), Florida Statutes.
This position is required to obtain Florida’s Certified Contract Negotiator certification at the earliest possible time after hiring day in accordance with subsection 287.057 (17), Florida Statutes.
This position is required to have a Project Management Professional (PMP) certification.
While on duty status, this position may be required to drive a State owned or leased vehicle to perform the duties of the position. A valid Class “E” driver’s license is required. Occasional travel may be required.
