TPK Cyber Security, Compliance, & Network Ops Lead /Office of Toll Operations/Tolls Data Center
This position will lead the Tolls department Data Security, Network, and Compliance operations, oversee incident response, configuration management, and cybersecurity strategy while managing security training programs and ensuring alignment with enterprise-wide risk and compliance standards.

Your Specific Responsibilities:
Oversee the Tolls department Data Security, Network, and Compliance teams and day-to-day operations like configuration and patch management, incident response planning, and implementation. Create and enforce the Security Risk and Compliance (SRCO) Service Level Agreements (SLA) to ensure that teams comply with the stated SLAs and provide management reporting. Responsible for the development and planning, documentation, and overall maintenance and upkeep of the Tolls department security, network, and communication program. Oversee the Tolls department risk management program, including Payment Card Industry (PCI) compliance, annual certification, and other audit findings. Responsible for the Tolls department Compliance requirements, including Payment Card Industry (PCI) requirements, System and Organization Controls (SOC) type 1 and 2, Florida Cybersecurity Standards F.A.C. 60-GG2 Florida Statute, and other internal Department compliance requirements.
Manages the Information security training program, including the development, implementation, and constant improvement of all actions applicable to the Tolls department and data security personnel. Guides the Data Security, Risk Management, and Compliance requirements for the Tolls department. Assesses the relative impact of industry trends on current and future Tolls infrastructure needs and projects. Interfaces with business unit leaders and other Information Technology (IT) functional area leaders to define Data Security infrastructure support initiatives and solutions for improving service efficiency and effectiveness. In collaboration with the Tolls Data Center IT Service Manager, directs the design, development, and maintenance of Data Security infrastructure resources in a cost-efficient manner, including supporting, monitoring, maintaining, reporting, and ensuring the availability of servers, databases, storage environments, and other infrastructure-related systems. Responsible for maintaining the department’s Network Operations and Security Operations hardware inventory controls by performing inventory audits.
Leads the Tolls department Security Incident Response Team (SIRT) and collaborates, coordinates, and interacts with the Central Office’s Computer Security Incident Response Team (CSIRT) teams and representatives to ensure synergies are captured, communication is fluent, and all incidents are properly reported according to the Tolls department standards and requirements. Ensures Cloud-hosted and on-premise environments are appropriately supported through the associated communication and data security infrastructure. Ensures all infrastructure and architecture servicing production, Disaster Recovery (DR), and other environments (test/Quality Assurance) are properly vetted and follow industry standards regarding communication and data security. Ensures all team members store all company-related data within Department of Transportation (DOT) controlled environments. Ensure all credentials are properly managed to ensure DOT access to critical credentials is available at any time. Assist the department leadership in maintaining the operating and capital budgets by generating monthly reports.
Lead the development and implementation of Florida's Turnpike Enterprise (FTE)’s Cybersecurity strategies aligned with the Department’s objectives. Including but not limited to: cybersecurity governance policies, and standards for FTE, synergies, and normalization of cybersecurity processes across different departments. Collaborates with senior and executive-level officers at FTE to identify technology needs. Collaborates and coordinates with different units to implement policies and strategies regarding cybersecurity. Acts as FTE’s liaison with the Florida’s Turnpike Enterprise department executive leadership for cybersecurity initiatives and matters. Assist with the vendor contract management.
Assist the Cyber Security & Compliance Program Director with the assessment and analysis for new hardware and software to support the Tolls department’s network and security infrastructure, and develop statement of work documents. Develop presentations as needed. Provide guidance to the Cyber Security and Compliance Analyst to enforce established department SLAs and compile monthly reporting to discuss with the Security Risk and Compliance Office (SRCO), Network Operations, and Compliance teams for continuous service improvement, including maturing the Cybersecurity Maturity Model Certification (CMMC) model. Develop a statement of work documentation for the acquisition of new network and security technology. Must achieve authorization to create purchase requisitions, and take the lead on the procurement activities for the business unit. Must obtain a Florida Certified Contract Manager (FCCM) certification within twelve (12) months of hire.
Serves in times of emergency to support state response efforts and ensure continuity of operations.

Other Job-Related Requirements:
- Incumbent must remain available to return to work during off duty periods. Valid Class E Driver’s License required. Must obtain a Florida Certified Contract Manager (FCCM) certification within twelve (12) months of hire.
This position requires a valid Class E driver license with an acceptable driving record in accordance with the Department’s Driver’s Record Requirements Policy. An unacceptable driving record is defined as any of the following:
- three (3) or more moving violations in the past three (3) years that accumulate three (3) or more points per violation;
- any two (2) convictions of reckless driving in the past three (3) years;
- a suspension or revocation of the driver license for moving violations in the past three (3) years; and
- a suspension or revocation for refusal to take a sobriety test, or any suspension or revocation for a DUI conviction, in the past four (4) years.
