Your Specific Responsibilities:

This is a highly responsible and independent public health position which functions as the Public Health Preparedness (PHP) Planner for Holmes and Washington County Health Departments. Employee will adhere to Florida Department of Health Information Security policies and procedures, key custodian for assigned areas.

Develop and maintain Holmes and Washington CHD “All Hazards” Emergency Operations Plans, annexes, and associated documents.  Plan and develop activities and exercises that increase Holmes and Washington CHD’s abilities to prepare, respond, recover, and mitigate man-made or natural disasters.  This may include one-on-one training, functional or full-scale exercises and after-action reports.  Coordinate plans and activities with Holmes, and Washington County Emergency Management, NW Florida Regional Domestic Security Taskforce, regional CHDs, and local public health and medical partners, i.e., hospitals, etc.  This may include functioning as full scale-evaluator for local hospitals.  Assure that preparedness expectations and deliverables are met and reported within timeframe specified by state program office

Identify preparedness training needs of public health and medical (public and private) workers in collaboration with Regional Training Planner and individual CHD Leadership.  Identify and / or facilitate preparedness-specific training opportunities for public health and clinical staff. 

Establish and maintain working relationships with community response partners and public health and medical partners in each county.  Work with peers in neighboring county health departments and work in collaboration with Public Health NW FL Senior Planning Coordinator in Escambia County to assure state and regional response capability and consistency.  Review and manage local agency Comprehensive Emergency Management Plans as needed. 

Provides assistance during natural or man-made disasters in Holmes and Washington Counties.  This may include planning Section Chief on CHD Incident Command Team, Public Health Strike Team member or other duties as assigned.  Assist Emergency Operations Regional Coordinator in managing Department of Health assets located within Holmes and Washington Counties. 

Responsible for mentoring, delegating duties, and assigning tasks to the Planner I.  Provide Planner I supervisor with feedback and rankings to complete performance evaluations.  Assures that Planner I maintain disaster inventory in IRMS.  Assist Planner I with purchasing as needed.

Review and approve CEMPs for Home Health Agencies, Home Medical Equipment Agencies, Hospices and Nurse Registries that serve clients within Holmes and Washington Counties

Work with Business Manager in preparing annual budget.  Monitor budget monthly and assure that budget is spent timely and wisely by the end of the fiscal year.

Serves as the County Health Departments Safety Officer.  Runs required drills, conducts safety inspections, and makes reports to the state.  Organize quarterly safety meetings with safety committee quarterly.  Keeps the CHD Administrator advised of unsafe situations.

Backup to Public Information Officer (PIO) for Holmes and Washington CHD’s which includes submission of Weekly Outlook Report and participation in the by-monthly Communications conference call.

Attend and actively participate in staff trainings, department meetings, quarterly staff meetings, and strategic planning meetings as scheduled.  Complete all required reports, including EARS, within required time frame.  Participate in Public Health Preparedness Performance Management / QA / QI activities as assigned, and preparedness conference calls, workshops, interagency committees, training, conferences, and similar activities relevant to public health preparedness.

Perform other duties as assigned or required.

Required Knowledge, Skills, and Abilities:

  • Knowledge: Comprehensive knowledge of principles and practices of public health and of services of other agencies dealing with the health and welfare of individuals and communities.  Working knowledge of public health preparedness, including Emergency Support Function 8, National Incident Management, and Incident Command Systems.  Knowledge of program planning and development at local, state, and federal levels.  Knowledge of local, state, and federal public health and health care system.  Knowledge of political processes and legislative mandates related to programs.  Knowledge of group process and facilitation.  Knowledge of requirements in contracts and rules.  Knowledge of the principles of evidence-based decision-making and research methods.
