The Work You Will Do:

This position will direct and supervise subordinates administering consultants and construction contracts engaged in management of Corridors Program Office / Push Button Office projects and associated deliverables, ensure all work is completed in compliance with the established procedures for each discipline, advises staff with regard to all aspects of FDOT construction contract administration matters, and provides staff with guidance in monitoring project progress.

Your Specific Responsibilities:
Directs and supervises subordinates administering consultant and construction contracts engaged in the management of Corridors Program Office/Push Button Office projects and associated deliverables. Ensures all work is completed in compliance with the established procedures for each discipline. Advises staff with regard to all aspects of Florida Department of Transportation (FDOT) construction contract administration matters. Supervises employees by spending the majority of their time communicating regularly, motivating, training, evaluating, planning and directing employee’s work. Maintains appropriate work environment for employees through effective communications, adherence to best management practices, and the Department’s policies and procedures. Provides direction for all activities related to employee relations and personnel actions and keeps the Corridors Program Engineer apprised of such activities. Assigns all project work to the construction project managers in the unit. Participate in and conduct interviews for hiring and promoting subordinate employees.
Performs and serves as a Construction Manager for the Corridors Program Office/Push Button Office. Interprets plans and specifications and ensures deliverables are prepared in accordance with the standards, policies, procedures, and guidelines as set forth by the Corridors Program Office/ Push Button Office, the department, and Federal Highway Administration. Provides staff with guidance in monitoring project progress. Assists staff in key project or program area related decisions. Oversees the processing of construction and consultant contract changes to ensure they are accurate and completed within a timely manner. Manages projects as needed. Drives to project sites and makes field reviews.
Participates in or leads consultant management activities including scope development, staff hour negotiations, and task work order development. Track and/or participate on Technical Review Committees for consultant selection. Participate as a technical support for Request for Proposal development. Participates in administration and tracking of Corridors Program Office / Push Button Office contract funds and consultant acquisition activities.
Participates in the Quality Management effort for the Corridors Program Office / Push Button Office. This includes continuous process improvement for quality control of in-house products and quality assurance of consultant products for all Corridors Program Office / Push Button Office projects. Develops and documents office procedures and best practices. Coordinates with all District disciplines, attends meetings, and attends seminars as deemed necessary to ensure guidance is consistent with District and Central Office policies and procedures. Ensures guidance is readily available for use by Corridors Program Office / Push Button project managers and consultants. Updates the Quality Management Plan on a regular basis. Drives to project sites and participates in regular field reviews to minimize problem areas and issues on Corridors Program Office / Push Button Office projects.
Oversees the efforts of the Resident Compliance Specialist as it relates to the on-the-job field interviews for coordinating requirements for Equal Employment Opportunity, Labor and On Job training compliance programs.
Participates on internal and external task teams. Provides training to internal or external customers. Participates in the review of statewide policies and procedures. Serves as a primary point of contact for all matters related Interstate Program Office / Push Button Office projects and strategic initiatives. Attends meetings and makes presentations to other departments, governmental agencies, private groups, and individuals relating to Corridors Program Office / Push Button Office business. Handles correspondence with public and private parties as required. Maintains frequent and close liaison with other Department units, Federal Highway Administration, and cities and counties to ensure stakeholder interests are considered and project schedules are maintained. Discusses plans, goals, schedules, costs, and issues regularly with the Corridors Program Engineer.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:
Knowledge of:
- Knowledge of concepts, terminology, and principals of highway construction.
- Knowledge of the Department’s process for developing and delivering the work program.
- Knowledge of Construction Project Administration.
- Knowledge of plan review techniques as they relate to transportation projects.
- Knowledge of methods of compiling, organizing and analyzing data.
Skills in:
- Communicating verbally and in writing, skilled in pre and post-trip inspections required for commercial motor vehicles with a gross vehicle weight (gvw) of 26,000 pounds or more.

Other Job-Related Requirements:
- Employee will be required to be responsive to emergency situations within a very short timeframe and serve in the Transportation Emergency Management Team (TEMT).
This position requires a valid Class E driver license with an acceptable driving record in accordance with the Department’s Driver’s Record Requirements Policy. An unacceptable driving record is defined as any of the following:
- three (3) or more moving violations in the past three (3) years that accumulate three (3) or more points per violation;
- any two (2) convictions of reckless driving in the past three (3) years;
- a suspension or revocation of the driver license for moving violations in the past three (3) years; and
- a suspension or revocation for refusal to take a sobriety test, or any suspension or revocation for a DUI conviction, in the past four (4) years.
