Your Specific Responsibilities:

This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

 

This is a highly responsible and professional fiscal/accounting manager position reporting to the County Health Officer/Administrator (CHO/Administrator) of the Florida Department of Health in Manatee County (DOH-Manatee). The incumbent functions as the Business Services manager responsible for planning, directing, organizing, supervising, and coordinating the major financial operations of the agency. These functions include, but are not limited to, supervision of finance and accounting, budget management, contract management, grants management, and oversight of Vital Statistics. The incumbent administers state and federal laws, rules, and regulations pertaining to fiscal activities of the department.

 

Directs the daily activities and operations of the Business Office, including budget, fiscal, and billing units, Vital Statistics, purchasing, contract administration, leases, and records management. Direction includes supervising, planning, monitoring, evaluating, and managing the division’s performance to ensure high quality support services are provided to customers. Plans, directs, and coordinates the financial activities of DOH-Manatee including the receipt, disbursement, reconciliation, budgetary control, and accountability for DOH-MANATEE funds. Works to ensure compliance with the state and federal laws, rules, regulations, and agency policies and procedures pertaining to all the finance\ accounting and budgetary activities of DOH-Manatee. Coordinates and directs the preparation of complex financial and regulatory reports required by law, rules, or regulations, including but not limited to monthly spending plans, DOH-Manatee end-of-year financial statements, and financial reports monitoring our current and forecasted financial status. Analyzes and interprets financial data and prepares recommendations for CHO/Administrator. Submits reports and analysis of data with recommendations to CHO/Administrator and Department of Health within stated timeframes and all final reports are submitted on time. Provide on-going training and technical assistance to supervisors, division directors, and other staff as appropriate.  

 

Responsible for rate management, including reviewing all HR tickets and ensuring there is adequate rate available without going into an approved rate deficit balance. Ensures rate is reconciled monthly by the 10th.

 

Ensures the Vital Statistics Yearly Report Self Assessment Tool (SAT) is completed timely. Completes the Business Manager Quarterly review of the County Vital Statistics Office.

 

Reviews and approves tickets in Cherwell as Budget Representative. Review and approval required within 2 business days.

 

Incumbent directs the budget unit of the DOH-MANATEE. Coordinates and communicates in a consultative manner with the CHO/Administrator, and division directors to plan, prepare, and manage the annual operating budget of DOH-Manatee.  Incumbent is responsible for analyzing monthly budget reports in FIRS and reporting issues of concern to management. Incumbent provides technical assistance to program managers in managing their budget. Prepares the annual comprehensive budget amendment to the Florida Department of Health. Directs, controls, monitors, and reports on expenditures of approved operational funds. Ensures all FLAIR reconciliations are performed in a timely manner. Approve all purchase orders for the business office and provides budgetary sign off for the department’s personnel actions. Prepare and submit the department’s cost-based reimbursement report at the scheduled time each year. Coordinate the department’s annual budget and budget monitoring process, control disbursement of approved funds, and financial reporting for the CHO/Administrator’s review, including but not limited to significant budget variances in revenues and expenditures and their corrective actions.  Reviews and approves FLHealthDesk tickets in Cherwell as Budget Representative within required timeframe.

 

Maintains a process control system for all business office functions. This includes collecting, reporting, and analyzing metrics (division and snapshot monthly key performance indicators) and using data to evaluate and improve internal processes and plans or implementing procedural and policy changes to improve operations and operational effectiveness.  Participates as a member of the DOH-Manatee Performance Management Council (PMC) and performs all PMC checklist activities.  Administers, interprets, and explains policies, rules, regulations, and laws. Incumbent uses the state’s accounting procedures manual to ensure efficient fiscal operation of the DOH-Manatee.  Develops and implements systems of accounts and budgetary controls. Identifies and implements internal control policies and procedures. Works with others to ensure that adequate internal controls are maintained at all sites. Implements corrective action plans to solve problems. Directs or assists with internal and external audits and ensures compliance. Prepares, reviews and presents data, information, reports, studies, and research on business office issues.   

 

Directs the billing (accounts receivable) unit of DOH-Manatee as follows; Ensures appropriate accounting and administrative procedures are followed, revenues collections and billing Medicaid, Medicare, other third-party payers, and self-pay clients. Ensures collection of revenues are accurately tracked, reported, and maximized. Reviews collection reports to ascertain status of collections and balances outstanding. Oversees compliance issues related to accounts receivable. Coordinates preparation of the annual write off delinquent accounts receivables and submits for approval. Evaluates effectiveness of current collection policies and procedures and direct improvements. Works with other clinical divisions to ensure efficient, streamlined billing processes are maintained. Prepare weekly & monthly financial reports for management as requested.  Manages all fee collection activities and monitors the petty cash fund.

 

Acts as Property Sub-Delegate with IT Director for inventory, disposal and security on all DOH-Manatee assets assigned to them. The sub-delegate will utilize a designated electronic system(s) to control and secure DOH-Manatee assets. Sub-Delegate is responsible for initiating requests to dispose, transfer and add assets to the electronic system(s) while following procedures for reporting stolen or vandalized property. Property Sub-Delegate will always account for assets, to include during audits and annual inventory, and reconcile all discrepancies. Sub -Delegate will conduct biannual audits, or audits requested by Custodian and\ or Delegate, for another Sub-Delegate(s) Property Sub-Delegate is responsible for affixing barcode tag\decals to assets and updating all changes in the electronic system(s).

 

Incumbent develops the DOH-Manatee core contract with local Board of County Commissioners and the Florida Department of Health, with input from division directors and the CHO/Administrator. Monitors contract management reports on quarterly basis, reviews with the CHO/Administrator for compliance and responds as needed to the Board of County Commissioners and state health office. Ensures division directors and program managers understand the contract and facilitates the use of contract management reports. Incumbent maintains good working relationships with the Board of County Commissioner staff including human services, facilities management, and fleet maintenance. Consults with staff and others in government, business, and private organizations to discuss issues, coordinate activities, and resolve problems. Negotiate contracts and agreements with private and public agencies.

Knowledge: Advanced accounting principles, practices and procedures, and financial planning principles. Principles and practice of

supervision and management, principles of budget preparation and administration, and financial reporting. Principles and techniques of effective communication. Methods of data collection, mathematics, and computer use - Microsoft Office - Word, Excel, PowerPoint, and Access. SharePoint, FLAIR, WORKS, FIS, FIRS/Florida Palm, AXIOM, Cherwell, MFMP, HMS, STMS and/or other financial and human resources systems.

Skills: Decision making, problem solving, critical thinking, computer software use - Microsoft Office - Word, Excel, PowerPoint, and Access.
