Duties and Responsibilities:

Under the general supervision of an Environmental Manager, the prson occupying this position is responsible for conducting sampling, evaluations, and investigations in a variety of specialized environmental health programs managed by environmental health services. Compliance with Florida Administrative Codes (FAC), Florida Statutes (FS) and/or DOH Environmental Health Manual 150-4, is essential to completion of assignments. The incumbent will comply with all county policies and procedures as posted; such as cell phone usage and utilization of county vehicles.

 

Reviews completed OSTDS plans, applications, site conditions, and evaluations to determine compliance with department regulatiions. Performs soil and site evaluations, compliance inspections in the OSTDS program as required. Perform soil and site evaluations, compliance inspections in the OSTDS program as required. Assists in fee collections and ensures proper construction permits are issued as appropriate. Performs routine compliance inspections of assigned facilities with OSTDS operating and OSTDS service permits to assure compliance with department regulations in the OSTDS program.

 

Conduct field inspections of Public Swimming Pools and Spas per FAC 64E-9.

 

Perform routine inspections of assigned food facilties according to department regulations and policies in the food sanitation program per FAC 64E-11.

 

Conducts mobile homes and recreational vehicle parks 64E-15 and conducts reinspections of said facilities as necessary to achieve compliance.

 

Perfoms routine inspections of permitted migrant farm worker facilties according to department regulations and policies in the migrant farm worker housing program per FAC 64E-14.

 

Reviews completed limited use drinking water systems applications site conditions to determine compliance with department regulations, conducts field inspections of limited use drinking water per 64E-FAC and conducts re-inspections as necessary to achieve compliance. Reviews quarterly monitoring reports to assure limited use facility has submitted required sample for compliance.

 

Investigates nuisance complaints per FS 386. Documents observations, possible remedies as necessary, and issues appropriate notices. Initiates enforcement procedures against confirmed sanitary nuisances as indicated in conjunction with department legal staff and immediate supervisor.

 

Complies with all department and division policies regarding submission of Daily Activity Reports (DARS), and leave and attendance sheets, authorizations to incur travel, travel vouchers, and other routine paperwork.

 

Participates in training sessions, seminars, and meetings as available to maintain timely and current knowledge of all environmental health regulations related to public health that are under the jurisdiction of the department. 

 

Performs other duties as assigned by the environmental manager.

 

Knowledge, skills, and abilities, including utilization of equipment, required for the position:

  • Working knowledge of environmental health and related scientific theory and practices applicable to food protection, environmental contamination, communicable diseases, sanitation, and health nuisance abatement.
  • Some knowledge of chemistry and bacteriology and its relation to water treatmentand food sanitation. 
  • Some knowledge of state laws, rules, and administrative codes relative to health regulated establishments to include the farm housing, onsite sewage treatment, mobile home parks, and private property sanitation. 
  • Knowledge of math is required.
  • Much of this position time is spent outside, therefore the ability to work in the heat and cold and the ability to physically access and inspect diverse locations is required. 
  • The position requires stamina, agility, and the ability to lift and carry objects weighing up to 30 pounds when setting up equipment.
  • Ability to establish and maintain effective working relationships. 
  • Ability to communicate effectively both orally and in writing.
  • Ability to prepare effective reports.

 

Qualifications/Licensure/Registration/Certification Requirements:

Must have a bachelor’s degree from an accredited college or university with major coursework in environmental health, environmental science, or a physical or biological science. Final authority on disciplines qualifying as a physical or biological science are listed under “Academic Disciplines and Corresponding Majors” in the Appendix of the October 1995 edition of Determining Eligibility for State Employment, Department of Management Services, State of Florida, incorporated by reference in this rule. Major coursework is no less than 30 semester hours or 40 quarter hours of class work. 

Areas of study listed are examples of courses which would meet the coursework requirements for environmental health, environmental science or public health: public health law, environmental law, health planning, soil science, food science, or epidemiology and would be determined by the Department. Determining coursework allowable in environmental health, environmental science or public health will be based on an evaluation of official transcripts for the courses which earned college credit at an accredited university with academic majors in these areas. If a determination is unable to be made from the official transcripts or a course would otherwise not be allowed the Department will request the applicant to provide a course syllabus to clarify the courses in question.

 

Must have a valid Florida Driver License

 

Must be Certified Environmental Health Professional (CEHP), per section 381.0101, Florida Statutes and Chapter 64E-18, Florida Administrative Code.in Onsite Sewage Treatment and Disposal Systems (OSTDS)  Program and Food Hygiene or obtain CHEP in OSTDS program and food hygiene  within 6 months of hire.

 

Other job-related requirements for this position:

Capable to lift 65 pounds and work outside in heat and cold weather conditions. 

Incumbent may be required to perform emergency duty before, during, and/or beyond normal work hours or days.
