Under the general supervision of an Environmental Manager, conducts sampling, evaluations and investigations in a variety of specialized Environmental health programs managed by Environmental Health Services.  Compliance with Florida Administrative Codes (FAC), Florida Statutes (FS), and/or DOH Environmental Health Manual 150-4, is essential to completion of assignments. 

Reviews completed Onsite Sewage Treatment and Disposal System (OSTDS) plans, applications, site conditions and evaluations to determine compliance with department regulations.  Performs soil and site evaluations, compliance inspections in the OSTDS program as required.  Assists in fee collections and ensures proper construction permits are issued as appropriate. Performs routine compliance inspections of assigned facilities with OSTDS operating and OSTDS service permits to assure compliance with department regulations in the OSTDS program. Performs food hygiene inspections of DOH regulated food facilities.

Conducts field inspections of Public Swimming Pools and Spas, Mobile Home and Recreational Vehicle Parks, Migrant farm housing facilities, and limited use drinking water facilities for compliance with applicable rules and regulations.

  Reviews applications and plans for limited use water system, migrant farm housing facilities and, onsite sewage treatment and disposal systems to determine compliance with applicable department regulations for construction and annual operating permits.

Conducts field inspections of assigned limited use and migrant farm housing facilities according to inspection frequency required.

This position investigates nuisance complaints and documents observations and findings and initiates enforcement actions by drafting noncompliance letters and notices to abate.

  The incumbent provides information, appropriate documentation and recommendations to immediate supervisor and department legal staff for action.

The position is expected to prepare reports, draft letters and complete other written correspondence as required.

The incumbent is expected to complete routine paperwork as required by all department and division policy regarding submission of Daily Activity Reports (DARs), and Leave and Attendance Sheets, Authorizations to Incur Travel, and Travel Vouchers.

The incumbent will comply with all county policies and procedures as posted; such as cell phone usage and utilization of county vehicles.

The incumbent will be expected to participate in training sessions, seminars and meetings as available to maintain timely and current knowledge of all environmental health regulations related to public health that are under the jurisdiction of the department.

KNOWLEDGE SKILLS AND ABILITIES DEEMED ESSENTIAL TO THIS POSITION:

  • Knowledge of Florida Administrative Codes and Florida Statutes related to the duties of the position.
  • Working knowledge of environmental health and related scientific theory and practices applicable to food protection, Onsite Sewage Treatment and Disposal Systems, general health and sanitation practices, environmental contamination, communicable diseases, sanitation and health nuisance abatement.
  • Some knowledge of chemistry and bacteriology and its relation to water treatment and food sanitation. Knowledge of math is required.
  • Skill in the use of computer and Microsoft applications such as Word, Excel, Access, and Environmental Health Database (EHD) or comparable programs.
  • Ability to establish and maintain effective working relationships with co-workers and clients.
  • Skill in the use of equipment relating to OSTDS inspections (soil auger, laser level, sharpshooter shovel, soil probe, and other equipment as needed).
  • Skill and ability to use a Munsell Color Chart to determine soil characteristics.
  • Ability to perform field work, write reports, and prepare legal notices when necessary.
  • Ability to prepare and present information to educate clients, the general public, and community partners.
  • Demonstrated ability to work effectively with minimal supervision.
  • Ability to utilize continuous quality improvement techniques and tools to increase efficiency and enhance programmatic outcomes.
  • Ability to establish and maintain effective working relationships. Ability to communicate effectively both orally and in writing. Ability to prepare effective reports.
  • Must be able to lift 30 pounds and must be able to move freely around inspection sites, schools, bars, etc., and work outside in high heat and humid conditions.

 

**REQUIREMENTS

Valid Driver License

Bachelor's or master’s degree from an accredited college or university

Onsite Sewage Treatment and Disposal Certification and sanitation certification per FS 381.
