Your Specific Responsibilities:

The Health Services Technician (Health Services Representative) supports the Florida Department of Health in Manatee County in advancing its mission to protect, promote, and improve the health of all people in Florida through integrated state, county, and community efforts. The incumbent works within the Clinical Services Division and primarily supports the Tuberculosis (TB) Program, with additional responsibilities in the integrated clinical setting, laboratory services, and phlebotomy.

TB PROGRAM DUTIES

The incumbent provides field and clinic-based support for TB clients to ensure appropriate care, follow-up, and adherence to public health standards. Duties include but are not limited to:

• Conduct interviews with confirmed or suspected TB clients to identify close contacts requiring evaluation and/or medical intervention.
• Collaborate with public and private healthcare partners to deliver TB education consistent with TB control standards.
• Conduct home visits for infectious or potentially infectious clients; evaluate contacts and follow up with Class B immigrants.
• Support or administer Directly Observed Therapy (DOT) and Video Directly Observed Therapy (VDOT).
• Conduct field visits to locate individuals who are delinquent, non-compliant, or lost to follow-up to ensure completion of treatment according to protocols.
• Provide routine home visits to observe drug ingestion, collect specimens, monitor adherence, and counsel as needed.
• Provide pre- and post-test counseling for clients with HIV/STI/TB testing needs.
• Perform other TB-related duties as assigned.

INTEGRATED CLINIC DUTIES

The incumbent supports physicians, nurses, and other clinical staff in delivering integrated clinical services. Duties and responsibilities include but are not limited to:

Client Assessment and Preparation

• Collect and document health and immunization histories in the electronic record.
• Conduct pre-clinical interviews for Adult and Adolescent Health, Family Planning, STD, and Immunization services.
• Update medical histories including allergies, medications, domestic violence screening, and vital signs.
• Consult with supervisors and examiners regarding client needs or concerns.

Clinical Support

• Assist physicians during examinations, treatments, and procedures; ensure equipment is prepared and sterilized.
• Direct clients to laboratory or exam areas; assist examiners and nursing staff.
• Prepare exam rooms and maintain clean, organized workspaces before, during, and after clinics.
• Provide HIV education and pre-test counseling when appropriate.
• Sterilize equipment and maintain sterilization logs.

Inventory Management

• Monitor, organize, and re-stock medical supplies as needed.
• Ensure no supplies are expired and maintain orderly storage areas.

Documentation and Reporting

• Enter daily service codes and accurately document all observations and actions in electronic systems (including Florida SHOTS).
• Prepare reports to support program compliance and specialized treatments

Laboratory and/or Phlebotomy

The incumbent performs laboratory procedures independently or in coordination with a technologist. Duties and responsibilities include but are not limited to:

• Perform venipuncture, urine collection, and finger sticks for clients of all ages.
• Complete electronic lab requisitions.
• Conduct daily maintenance and quality checks on laboratory equipment.
• Prepare and package specimens for transport in accordance with storage and shipping protocols.
• Maintain a clean and disinfected laboratory environment.
• Record test results accurately in the Electronic Medical Record and promptly report abnormal or critical findings to a provider.
• Perform other laboratory-related duties as assigned.

Required Knowledge, Skills, and Abilities:

• Knowledge of medical terminology;
• Knowledge and utilization of equipment
• Ability to effectively communicate verbally and in writing, utilizing approved DOH abbreviations when documenting in the electronic medical record.
• Ability to maintain accurate and appropriate medical documentation in electronic medical record.
• Ability to follow medical instructions.
• Ability to work with persons of a different race, language, culture, or socioeconomic status. 
• Ability to perform successful venipuncture in 2 attempts or less.
