The incumbent represents the agency along with its mission and values. The incumbent is part of the global public health organization and is expected to promote cooperation, courtesy, respect, and teamwork in a diverse environment.

This individual will be responsible for all supervisory duties including, but not limited to, hiring and selection, developing performance plans, conducting performance appraisals, planning and directing work, approving leave, and taking disciplinary action as appropriate.

 

This is a highly responsible public health nutrition position supervising and performing nutrition and quality management duties at any site or location in the geographic area covered by the Manatee County WIC Program. 

 

The incumbent in this position is directly responsible for supervision and coordination of nutrition and breastfeeding education for the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) in compliance with Federal Regulations. The incumbent will collaborate with WIC staff to ensure reliable and current nutrition education and the promotion, protection, and support of breastfeeding.

 

Incumbent will be involved in the overall WIC Program coordination as well as direct patient care. Incumbent also provides quality nutrition care to the WIC participants.

 

QI Responsibilities:

This consists of work carrying out local WIC agency quality improvement responsibilities at all sites including but not limited to the following:

  • Monitoring local sites for compliance with inventories.
  • Completing nutritionist record reviews.
  • Assures completion of customer satisfaction surveys.
  • Compiling indicator scorecard information for supervisors, meeting with staff, and providing technical assistance.
  • Training new staff and serving as mentor to new hires.
  • Coordinating and developing QI reviews in clinics, tracking the results, and providing technical assistance.
  • Recommends changes in procedures as appropriate based on QI findings.
  • Serving on health department quality teams, if applicable.
  • Providing rewards and recognitions to assigned staff.
  • Assists with required monthly reports for State WIC Office.
  • Provides assistance assessing, planning, developing, implementing, and evaluating local agency needs, policies, procedures, and expansion activities of the WIC Program at all locations.

 

Office Management and Supervision Duties:

  • Supervision of the WIC Program in Manatee County. Supervision of subordinate staff.
  • Interviews potential subordinate employees and recommends their hire.
  • Trains new employees according to local, State, and Federal rules and guidelines.
  • Evaluates employees according to previously determined standards, meeting state-imposed deadlines.
  • Recognizes and rewards high performing employees; disciplines employees as necessary.
  • Communicates with employees on a regular basis and uses team building skills to motivate and guide the team to improved performance.
  • Uses time management skills and delegation to stay on track with all assignments and work responsibilities.
  • Takes and resolves client complaints, ensuring customer satisfaction as much as possible.
  • Assists in the orientation for new public health nutrition staff.
  • Works closely with health care professionals to provide an integrated approach to nutrition and health care; coordinates nutrition services at the WIC site with other health services.
  • Complies with all Department of Health and WIC security and confidentiality rules and requirements.
  • Information Custodian for the WIC/Nutrition Division. Serves as the Information Custodian of assigned Information Sets; maintaining the confidentiality of the information in accordance with State and Federal statutes, rules, regulations and Department of Health Information Security Policies, Protocols and Procedures, in accordance with Protocol: Security – 3, V, Sec 1-3.
  • Accurately completes all required tracking forms and ensures that the subordinate staff is in compliance with this requirement.
  • Assists by serving clients as needed.
  • Implements County, State, and Federal WIC rules, regulations, policies, and procedures for administrative activities and client services.
  • Accurately completes and approves all forms such as timesheets, EARs, encounter documentation, leave and attendance records, mileage, and other necessary items by the required deadlines.
  • Attends and participates in staff meetings, in-service training, and other professional and staff development activities.

Performs other related duties as required.

 

This position may serve clients that speak only Spanish, Creole, or other languages. It may require performance of interpreter duties, if bilingual, or implementation of the Department’s limited English Proficiency Plan. Performs other duties as required, including performance of additional interpreter duties, consistent with skill level, and as needed.

 

Required Knowledge, Skills, and Abilities:

  • Knowledge of the science and current practice of nutrition or dietetics; Knowledge of the concepts and theories of nutrition or dietetics as it relates to growth, development, health, or disease; Knowledge of nutritional and dietary assessment techniques; Knowledge of the methods of compiling, organizing, and analyzing data.
  • Ability to develop educational/training plans and supporting materials; Ability to use various communication channels to provide education/training.
  • Ability to analyze and interpret anthropometric, biochemical, clinical, and dietary data.
  • Ability to interview and counsel patients.
  • Ability to plan, organize, and evaluate a nutrition program or project.
  • Ability to supervise people.
  • Ability to determine work priorities, assign work, and ensure proper completion of work assignments.
  • Ability to communicate effectively and professionally.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to understand and apply applicable rules, regulations, policies, and procedures.
  • Ability to use WIC Program related software and provide proof of successful completion of the WIC WiSE competency test, or new hires be able to pass this test within 60 days following date of hire. This information may be verified through the State WIC office, local agencies, or through competency testing at the time of the interview.

 

Qualifications:

  • Dietitian/Nutritionist in accordance with Chapter 468, Florida Statutes, or be eligible to practice dietetics in accordance with Chapter 21M, Section 48.001, 48.002, 48.003, Florida Administrative Code.
  • Must be licensed dietitian/nutritionist in the state of Florida. 
  • Bachelor’s Degree in Dietetics or Food & Nutrition related subject required.
  • Must have a valid State of Florida Driver’s License.

  • Emergency Duty: Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
