Your Specific Responsibilities:
This position is primarily responsible for job duties related to purchasing and processing accounts payable for the Dixie, Gilchrist and Levy County Health Departments. This position reports to the Health Departments’ Operations & Management Consultant Manager (Business Manager). The position is headquartered in Levy County Health Department. This position oversees the performance of contracted custodial employees in all three counties and coordinates with Business Manager on terms and compliance with that contract. This position also coordinates the assignments for maintenance staff on a daily basis.
Initiates purchase requisitions through MyFloridaMarketPlace system using the Florida Purchasing Card (P Card) system in accordance with all applicable rules and regulations as outlined in the Department of Health Cardholder Agreement. Initiates and issues purchase order requisitions for supplies. Expedites outstanding purchase orders and tracks receipts and distribution of supplies. Provides follow-up to ensure timely receipt of orders. Maintains annual vendor purchasing order files. Assists vendors with questions and ensures vendors are registered through MFMP. Ensure compliance with DOH purchasing policy and procedures. Reviews program budget in FIRS to verify accuracy of codes and approved budget for purchases as indicated. Consults with the Level 4 budget managers or the Business Manager for questions.
Maintains accounts payable /Paid Vendor invoices in the Dixie/Gilchrist/Levy shared business folder. Send copies of invoices for OCO items to staff responsible for inventory. Follows up with vendors to obtain required documentation needed to process an invoice. Contact vendors to provide estimates as needed. Sends code strips to Alachua CHD for invoices not processed through MFMP. Processes and approves vendor payments in MFMP. Completes P Card approvals daily. Approves PCARD charges at level 2 through WORKS. Ensures that correct finance and accounting codes are used. Processes prompt payment of all invoices. Coordinate’s training of employees regarding MFMP, including how to complete a purchase requisition and provides information regarding fleet fuel cards and requirements. Reviews encumbrance balance through FLAIR to ensure sufficient budget balance prior to processing payments. Scans account payable supporting documentation into an electronic format and saves in shared drive folders. Monitors electronic warrant files when posted by fiscal consortium and reconciles against invoices and moves documents into local shared drive folders. Works with fiscal consortium for request of duplicate warrants and warrant cancelation. Reconciles Capital City Bank statements monthly. Back up for transferring daily deposit for Dixie, Gilchrist and Levy CHDs from Capital City Bank to Wells Fargo Bank state accounts daily.
Attends Trainings related to job duties and completes the annual mandatory training as required. Participates on one QI committee or another committee.
This position is solely responsible for facilities management activities for Dixie, Gilchrist and Levy County Health Departments, including reports of damage or supply needs, planning and purchasing of major equipment and furniture, and contracting with venders to complete repairs, maintenance and upgrades as needed. Manages storage space need and usage.
This position oversees the performance of contracted custodial employees in Dixie, Gilchrist and Levy CHD and coordinates with the business manager on terms and compliance of that contract.
This position will also coordinate with the maintenance staff their daily assignments in Dixie, Gilchrist and Levy CHD with repair and maintenance priorities that may change daily schedule and will coordinate those as needed.
Maintains inventory of equipment for Levy CHD in the WASP inventory system and works with Levy County Board of Commissioners with the annual inventory for the CHD. Will also contact Levy BOCC with all new OCO items that require forms and pictures filed.
