Your Specific Responsibilities:
The incumbent is part of a global public health organization and is expected to support the Florida Department of Health in Dixie, Gilchrist and Levy County in its mission to protect, promote and improve the health of all people in Florida through integrated state, county and community efforts and its vision to be the Healthiest State in the Nation. Furthermore, the incumbent is expected to incorporate the agency values of Innovation, Collaboration, Accountability, Responsiveness and Excellence in all aspects of their work.
This is an intermediate level executive nursing position requiring moderate decision making working under the limited supervision of the County HLTH Department Administrator-HLTH management/supervisory skills for three small county health departments (Dixie, Levy& Gilchrist). The person in this position may serve as the administrator’s representative when designated. This is a supervisory position responsible for oversight of the following programs: clinical services, school health including Sexual Risk Avoidance, epidemiology, special needs sheltering, Healthy Start, Healthy Families, Health Equity program and pharmacy. This position is indirectly responsible for related duties such as Performance Management and community outreach. This position spends more than 50% of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.
Administrative:
Works with clinical staff to prepare for audits and or review of programs and submits an action plan for standards not in compliance. Collaborates with program staff on budget preparation and purchasing and is ultimately responsible for the above program budgets. Meets with the administrator frequently to discuss any outstanding issues, new policies and procedures, and any personnel concerns. Meets with the business manager quarterly or more often to review budgets and make recommendations. Monitors licensure expiration dates for professional staff and any other licenses as required by lab and pharmacy. Ensures that Advanced Practice Registered Nurse protocols are reviewed, updated as needed and signed annually by the health department Medical Director. Assists with writing and or updating Health Department policy. Attends internal meetings as required by the Administrator.
Programs:
Coordinates and directs all nursing and epidemiology activities related to health department programs and clinics. Remains current regarding all Department of Health policies and procedures related to clinical, epidemiology, HMS, school health, Healthy Start, Healthy Families, Health Liaison, Community Paramedicine program and pharmacy. Interprets policy to staff and monitors implementation. Provides staff in these programs with new information as it becomes available. Works closely with program staff to meet required standards, and or deliverables. Develops and or updates nursing protocols and manuals. Prepares technical reports and collaborates with staff to write and submit grant proposals. Provides direction to program managers to monitor the community health status by identifying critical health needs identified in the community health assessment and CHARTS. Ensures that staff understand the importance of health equity as it pertains to Public Health practice. Works with the health department community outreach coordinator to plan and implement community events. Assists the Health Department’s Public Information Officer with notifying local media concerning important health issues.
Supervision
Motivates direct reports to excel in their position. Evaluates work of direct reports objectively and completes an annual evaluation. Writes SMART objectives for new employees and annually updates objectives for current employees. Collaborates with human resource liaison to hire, discharge, promote and discipline direct reports. Monitors and directs staff to submit time sheets, travel and EARs timely. Encourages direct reports to continue their education and ensures that the annual mandatory training is completed by the deadline. Provides or arranges training for staff related to new procedures and or policies. Encourages staff to participate on the Performance Management Council and to engage in Quality Improvement activities. Meets with direct reports on a regular schedule. Ensures that direct reports accurately and timely complete and submit reports and or documents. Provides health department and program orientation for new direct reports.
Professional Development
Attends seminars and workshops related to health profession and CHD operations. Listens to conference calls related to health department programs or important events that have an impact on health department services. Represents the Health Department by serving on community health related boards and councils. Facilitates partnerships and collaborates with providers and community agencies.

Required Knowledge, Skills, and Abilities:
Skilled in effective communication; skilled in administering immunizations and IM injections; knowledge of clinical practices and governing protocols; knowledge of nursing process; ability to lead and motivate others; ability to organize and recognize efficiencies; knowledge of vaccination schedules and practices; knowledge of TB, ADAP, Epilepsy, HIV, Maternity, Child Health, Immunizations, Insulin, Hepatitis Program guidelines; skilled in managing conflict; knowledge of emergency situation protocols; knowledge of nursing protocols; ability to mentor and educate others; knowledge of pharmacy protocols and guidelines; knowledge of mandatory trainings and license specific trainings, Valid Driver’s License: Licensure as a Registered Professional Nurse in accordance with Florida Statute 464 or eligible to practice nursing in accordance with Florida Administrative Code 210-8.27
Qualifications:
Minimum – work within a Florida Department of Health, have a valid Florida Registered Nurse license, have experience supervising staff, have experience working with HMS, FLShots, Outlook, have a valid drivers license, reliable transportation and willing to travel between Dixie, Gilchrist and Levy County Health Departments.
