Your Specific Responsibilities:

This position is responsible for a variety of clerical duties within the clinical areas of the Dixie, Gilchrist, and Levy County Health Departments. This position will be headquartered at Gilchrist County Health Department and will be required to work between Dixie, Gilchrist, and Levy County Health Departments to provide coverage for the front desk as needed. This position reports directly to the Health Operations Specialist-A.

Serves as the Records Management Liaison Officer for Dixie, Gilchrist, and Levy Counties. As such must attend conference calls and be informed on record retention schedules and policies. Updates to schedules and policies should be shared with the Clerical Supervisor. Following Department of Health policy and State retention rules, paper records will be reviewed and will be prepared for storage or destruction. Disposition forms will be prepared for all records sent for storage or for destruction and shall be submitted to the Consortium attorney for review. Records will be boxed and labeled until official destruction is approved and achieved. Monitors litigation holds and maintains a list of records that cannot be sent for destruction due to litigation holds. 

In addition, the Records Management Liaison Officer responds to requests for release of medical records in accordance with Department policy.  Ensures client confidentiality is maintained and reviews all requests for completeness and accuracy.  Authorization to release the requested records shall be requested from the Consortium attorney.  This position will also receive incoming records and scan to patient’s electronic health record (EHR). Makes note in EHR for provider to review uploaded records.

 

This position is a backup position to the front desk staff.  Answers multi-line phone system.  Takes messages and/or directs calls to appropriate person.    Makes appointments for clients, both in person and on the telephone, using the HMS system.  Greets clients at front reception area in a courteous and professional manner.  Answers questions and/or provides information as needed. Interviews clients to determine financial eligibility.  Obtains demographic information to enter clients into electronic health system/HMS.  Prepares forms for clients to be seen by medical/dental providers.  Verifies Medicaid status on all clients.  Determines if client has Medicaid, Medicare, or private insurance and updates on each visit. Obtains insurance pre-authorizations prior to or during visit, as applicable. Prepares immunization records and issues 680 forms when required, utilizing Florida Shots. Determines and collects fees for services on the same day as service provided.  Submits daily posting and balances with cash drawer. Reconciles client encounter forms daily with HMS report. Inputs data into computer to collect and bill services to clients.   These duties may be done on site or on the Mobile Health Unit.

Serves as the Chief Deputy Registrar for Gilchrist, Dixie, and Levy County Health Departments by certifying birth and death certificates.  Assists clients by providing copies of birth and death certificates upon request via online services or by mail.  Prepares paperwork necessary for filing birth and death certificates for Gilchrist, Dixie and Levy County.  Collects appropriate state or county fees.  Assists funeral homes in filing death records and amendments.  Prints reports daily to verify security paper, security paper voids, and cash drawer. Provides staff training and troubleshoots any problems that arise.

This position monitors and ensures patient data privacy utilizing a tool called Protenus.  Utilizes HIE In Context to view the HIE button and to search records from within a client record in HMS. Responsible for securing the designated information sets for the purpose of protecting confidentiality, data integrity, and appropriate access for all information, both confidential and public record, that is stored in hard copy or electronic format.

This position is the Information Security and Privacy coordinator for Dixie, Gilchrist and Levy County Health Departments. Attends programmatic trainings and calls.  Completes mandatory annual surveys and reports in a timely manner. Reports any concerns immediately to supervisor.

 

Serves as the Health Department champion for the Swim Program by assisting vendors and families utilizing Department processes and procedures. Determines eligibility for children under 4 years of age whose parent/guardian has requested a voucher for swim lessons.  This will require insurance look up and communication by phone and email with the parent/guardian. Additional program support as required in the Program guidelines.

Performs other related duties as needed.

Required Knowledge, Skills, and Abilities:

Computer skills and knowledge of computer systems, including Word and Excel.  Knowledge of principles and techniques of effective communication.  Ability to establish and maintain a working relationship with others. Ability to maintain orderly records.

Qualifications:

Minimum – Willing to travel between Dixie, Gilchrist and Levy County Health Departments, reliable transportation, detail oriented, experience with data entry, experience with Vital Statistics, experience working with medical records, release, retention, and storage of, experience entering information into computer applications.

Preferred – Experience working in HMS, one year experience working in a county health department, medical or dental front desk experience, customer service experience, experience working with money.
