Your Specific Responsibilities:
This is an advanced level planning position serving three rural county health departments. The Planner III, Public Health Preparedness and Response Tri-County Coordinator supports the Administrator for DOH-Dixie, Gilchrist and Levy Counties in preparing for and responding to health/medical emergencies resulting from natural or manmade disasters, such as: hurricanes, flooding, terrorist acts, pandemics, and hazardous materials incidents in the area. The incumbent in this position will serve as the lead in writing, reviewing, and editing new and existing plans for public health response in the tri-county area. The position serves as the primary contact for all issues related to public health planning in the tri-county area. The incumbent will regularly represent the Department at local, regional, and state planning meetings and will serve as the liaison between local emergency management and the local health department and its management team. The PHP&R Coordinator receives technical direction, projects, and tasking though the Health Department Administrator and Environmental Manager with guidance provided by the Regional Emergency Response Advisors-Region 3. The position plans and assists in coordination of the duties of other individuals assigned to response and preparedness roles. This position supports regional bioterrorism and public health planning and training efforts to ensure consistency among region 3 counties comprising the North Florida Regional Domestic Security Task Force (NFRDSTF). This position is excluded from entering hazardous areas beyond his/her level of training and equipment. This position answers directly to the Environmental Manager -SES. The incumbent may be required to work in the County Emergency Operations Centers as the local CHD ESF-8 contact and/or work in special needs or general population shelters during disasters.
Plan Preparation: Prepares, reviews, and/or updates emergency operation plan and emergency operation plan annexes with technical assistance, guidance, and direction from the DOH Administrator, the Environmental Manager and the Director of Nursing. Guidance is also given by Regional Emergency Response Advisor (RERA), and Bureau of Preparedness and Response (BPR) Unit.
Training: Attends training to enhance knowledge, skills, and abilities as they relate to duties and responsibilities. Maintains professional development through job-related lectures, seminars, conferences, webinars, online trainings, teleconferences, etc. Conducts mandated public health preparedness related trainings to assigned CHD staff. Provides quarterly safety training and/or education to CHD staff. When coordinated and approved by the DOH Administrator, assist other PHP&R with training of CHD staff. Maintain employee preparedness training files for CHD. Annually complete Training & Exercise Plan (TEPW) and submit to RERA for coordination of training and exercise needs throughout the State of Florida.
Response: Coordinates with DOH Administrator and RERA to respond to natural and/or manmade disasters throughout Dixie, Gilchrist, and Levy Counties and/or the State of Florida. Serves as the local CHD ESF-8 contact (liaison) working in the Emergency Operations Center (EOC) during disasters. Works cooperatively with ESF 8 and representatives in other counties and the state EOC. Coordinates with the DOH Administrator and/or Director of Nursing to ensure a special needs shelter is operational during disasters. Works cooperatively with RERA to arrange or conduct pre/post storm healthcare facility assessments and assists County with preliminary damage assessments if applicable. Assists Epidemiology and Environmental Health with support, providing ICS and logistical support for EVD monitoring for epidemiological incidents, outbreaks, and other public health responses.
Drills and Exercises: Coordinates with DOH-Administrator and RERA to complete public health response roles, responsibilities, and standard operating procedures for CHD employees by conducting exercises and drills. Facilitates and/or coordinates exercises to include, but not limited to Special Needs Shelter Operations (SpNS), Medical Counter Measures/Points of Distribution (MCM/POD), and the Continuity of Operations (COOP). Drills include, but not limited to quarterly emergency notification alerts (Everbridge/HAN) and annual fire and tornado drills. The PHP&R supports the North Central Florida Healthcare Coalition by participating as respective county agency, exercise controller/evaluator, and member.
Safety Coordinator: Serves as the Safety Coordinator for Dixie CHD and is responsible for the following duties: presenting safety education and/or training at staff meetings; participating in scheduled safety coordinator conference calls, conducting and submitting semi-annual safety inspections; facilitating quarterly safety committee meetings; ensuring fire extinguisher inspections are completed monthly and fire alarms inspections are completed yearly; and completing monthly survey for work accident reports.
Data Collection and Program Management Completes and submits required CHD PHP deliverables and expectations to BPR. Prepares annual budget with input from the Administrator for submission to the Bureau of Preparedness and Response. Participate in Quality Improvement (QI) initiatives. Serves as a member of the Performance Management Council (PMC) and assists with strategic planning and community health assessments.
Communication: Serves as Web-Manager for DOH-websites to assist with promotion of community health programs and outreach events. Serves as primary Public Information Officer (PIO) under the direction of the Administrator for DOH. Participates in bi-weekly PIO calls or as scheduled. Submits workflow projects for approval of the DOH administration and statewide communications.
Performs other related duties as requested by supervisor and/or DOH Administrator.
Required Knowledge, Skills, and Abilities:
Knowledge of incident command and emergency operations response. Skills in Microsoft Office and most specifically in Excel. Skills in Communication; both written and oral. Skills in organization. Ability to lift a minimum of 25 lbs. safely. Ability to teach to diverse audiences. Strong time management skills and the ability to anticipate, prioritize and organize work to meet deadlines while multi-tasking. Must demonstrate good interpersonal skills as a member of a team, in addition to the ability to work autonomously. Qualifications:
Minimum – Experience working with community partners. Experience working with Emergency Preparedness. Post secondary education in Emergency Preparedness, Emergency Services or equivalent. Personal vehicle and willing to travel. Willing to work extended hours beyond normal work schedule, including evenings and weekends with short notice. Experience working with the incident command and emergency operations response system. Experience working with Microsoft Office and most specifically in Excel.
