Your Specific Responsibilities:

This is a managerial position responsible for supervisory duties of the dental health program, to include management of the School Based Sealant Program at the Florida Department of Health in Dixie, Gilchrist, and Levy Counties. This position requires vision, global perspective, systematic thinking, independent judgment, and clinical work.  The position is responsible for dental health which includes planning, implementation, and evaluating the efficiency, sustainability, and effectiveness of the dental health services. This position spends the majority of the time engaged in supervisory responsibilities but also will perform clinical duties in any of the three counties when needed. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensure proper coverage, and complete timesheets. This position requires the licensure of a Dental Hygienist and will work in clinic in various capacities as deemed necessary. This position is headquartered at the Levy County Health Department and is supervised by the Administrator.

Leadership

Ensures compliance with OSHA standards and monitoring within the Dental Clinic.

Ensures compliance with state standards (activity reporting, supply accountability, and patient confidentiality).

Managing the School Based Sealant Program

Ongoing supervision, management, planning and coordination of the Dental Clinic and other dental programs such as the School Based Sealant Program.

The incumbent in this position provides oral health screenings or assessments for dental treatment and referral, oral health education, dental sealants on molar teeth, dental cleanings, fluoride varnish and referral to a dental home.    Screens and provide preventative services to school children.  Distributes and collects consent forms with the assistance of school personnel.  Reviews all positive consents for completeness and confirming parent /guardian signature.  Employs all efforts possible to get consent forms returned.  Build a daily schedule in collaboration with assigned school personnel, at least one week in advance of event day.  Emails or provides schedule to teachers, school administrators, and school health personnel.   Ensures services are captured and documented on billing forms within 24 hours of services provided.

Documents services provided to children in DOH Health Management System (HMS) and SEALS (Sealant Efficiency Assessment for Locals and States) software.  Records findings of oral screenings, services provided, and referrals as indicated on approved forms and provides to parents and or guardians.   Completes billing forms.  Enters site data into FLOSS.

Schedules and provide dental hygiene presentations and education with students or the community as requested.  Collaborate effectively with all school personnel.  Submits required reports and or deliverables to FLDOH Dental Program as required in the “Scope of Work”.  Orders and maintains dental inventory as needed. Ensures that the RDH Protocol form is completed and updated every twelve months.

Planning

Organizes and maintains supply inventory including working with the Purchasing Manager and dental staff on the repair and replacement of equipment as needed.

Identifies and implements staffing and financial needs, working with the Business Manager to develop and monitor the Dental operating budget each fiscal year.

Coordinates the administrative portion of the School Based Sealant Program and manages all associated correspondence, budgets, reports, billing resources and expenditures.         

Development and Implementation

Develops and implements standards, written policies, and procedures.

Coordinates with the Director of Nursing to develop and maintain efficient clinic appointment levels for program sustainability.

Develops long and short-term operational goals.

Develops internal objectives and priorities within regulatory, budgetary, and contractual guidelines.

Initiates new programs in alignment with forecasts.

Identifies grant resources and prepares or supervises the preparation of proposals. Ensures implementation and compliance.    

Monitoring and Evaluating

Monitors and reports program productivity and errors.

Monitors the budget and evaluates the spending of the Dental Clinic and reviews on a quarterly basis with Business Manager.

Monitors expenditures and revenue activity in FIRS, FIS, and other budget modules to ensure compliance with policies and procedures.

Performs periodic chart audits to ensure records contain accurate documentation and staff maintains at least expected standard levels of productivity.

Prepares reports on dental clinic activities as required by State Health Office, county health department administration, and inputs data into State FLOSS system.

Communication

Networks with and facilitate partnerships and collaboration with local health providers, schools, community agencies, insurance providers, businesses and consumer groups.

Plays a key role in community outreach and education, attending outreach events and/or ensuring staff is in attendance.

Attends essential training sessions and conference calls regarding DOH central office Dental Program. 

 

This position is classified as a sensitive position.  The incumbent handles protected health information on a need-to-know basis and abides by State/Federal laws governing health information. 

Attends trainings to enhance knowledge, skills, and abilities as they relate to duties and responsibilities. Maintains professional development through job-related lectures, seminars, online training, and teleconferences.

Employee is responsible for ensuring their EARs and/or CSRs are input and verified in the HMS system in accordance with DOH/HMS guidelines and deadlines.  Ensures EARs time is always in agreement with timesheet. 

Responsible for securing the designated information sets for the purpose of protecting confidentiality, data integrity and appropriate access for all information, both confidential and public record, which are stored in hard copy or electronic format.

Performs other duties as required by the needs of the Florida Department of Health in Dixie, Gilchrist, and Levy County.

 Ability to assemble, disassemble, and transport portable dental equipment to and from school settings with time proficiency, based on distance, in county designated vehicle.

 Ability to review data for accuracy & completeness. Ability to work independently or with minimal supervision

 

Qualifications:

Minimum

Vaild Driver's License

Valid Florida Dental Hygienist license 

Experience providing dental hygiene to children

Experience working with a county health department dental program 

Experience, knowledge of OSHA requirements 

Knowledge and ability to write procedures

Experience charting dental records.

 

Preferred

Knowledge of behavior management techniques.
