MINIMUM REQUIREMENTS:
A bachelor’s degree from an accredited college or university and one (1) year of administrative experience; or
A master’s degree from an accredited college or university can substitute for the required experience; or
Administrative or clerical experience can substitute on a year-for-year basis for the required college education.
An equivalent combination of education and experience which equals five (5) years can substitute for the above requirements.
Requires possession of a valid class E driver license.

JOB DUTIES:
This position works directly with the Center Manger assisting in all administrative aspects of Withlacoochee Forestry Center (WFC) operations. This work often involves the research and analysis of data and the preparation of detailed written reports, both independently and collectively with three administrators. Coordinates closely with these administrators and their assistants while responsible for assisting Center supervisors with various personnel matters. May be called upon to make recommendations and independently make decisions based upon available date. This position requires the incumbent to be knowledgeable in Florida Forest Service (FFS) policy and procedures and possess the ability to provide assistance and guidance when necessary. This work routinely involves matters of a confidential nature.
Assists the Center Manager and Forestry Administrators in directing and conducting administrative functions at WFC. Provides support to other clerical staff in the completion of their administrative/clerical duties. Interprets policy and provides direction and assistance to supervisors in Loss Control Program criteria including completing incident reports and formulating modified duty assignments. Coordinates all lost-time injuries directly with FFS Claims Manager. Responsible to Center Manager for the coordination and/or completion of both routine and special projects/assignments. Responsible for timely response to all departmental/division requests for information and/or data. Responsible for analyzing data, reports, and information collected and independently preparing memos, written drafts, correspondence and reports which recommend solutions and procedural actions. Takes phone calls for manager in his/her absence, researching and responding to inquiries. Serves as contact person and liaison with division and department administrators in Tallahassee gathering and interpreting policy and data for WFC Manager and staff. Assists manager and Field Operations Deputy Chief in personnel matters and communications that require confidentiality. Responsible for review and timely processing of all incoming correspondence, invoices, etc., to the appropriate staff. Responsible to ensure that outgoing mail is compiled, stamped, and dispatched appropriately. Responsible for inventory and replenishment of postal/mail supplies. Responsible for any other clerical duties as needed including typing and filing. This position assists the Center Manager with the research, development and implementation of subject matters relating to collective bargaining issues.
Directs personnel management program WFC. Interprets personnel policy and communicates information to assist supervisors in carrying out all personnel procedures. Is directly responsible for center-wide recruitment and employee selection process. Compiles data and prepares EEO Affirmative Action Plan. Responds to inquiries from the public regarding employment. Coordinates preparation/approval of selection modules. Signs up new employees and orders uniforms and Nomex for all personnel. Monitors supervisors to ensure completion of all orientation/training requirements. Monitors compliance with yearly physical fitness/medical testing requirements. Establishes/maintains all current and terminated employee personnel files and documentation including initial employment and insurance paperwork, selection, retirement paperwork, disciplinary records, performance reviews, correspondence, commendations, etc. Coordinates all status changes with individual employees and/or supervisors as requested. Promptly notifies department personnel office liaison of all significant employee changes. Maintains separate, secure, confidential, files for all medical records. Responsible for coordinating revisions approval, and accurate database of current position descriptions for all center employees. Coordinates with administrators on the timely and thorough completion of employee performance reviews and plans referring discrepancies, corrections, etc. to administrator via clerical support person in that section. Responds to requests for information/assistance from employees/staff regarding such things as insurance, retirement, benefits, W-4 changes, etc.
Performs other related duties as assigned.
