This position is an OPS Physician Position for Women’s Health/Family Planning Clinic at the Florida Department of Health in Flagler County.  Must be able to perform independently with the primary responsibility to perform specialized and comprehensive care to clients of Women’s Health, Family Planning, Pre-Natal care, HIV and Refugee Health in accordance with current practices.  Family Planning services are provided according to the Federal Title X Guidelines.  In addition, must be able to assess, diagnose and treat STD diseases and related conditions. Work is performed under the supervision of the County Health Department Senior Physician.

 

Specific Responsibilities:

Family Planning/Pre-natal Care:

(Working with guidelines established by Family Planning Protocol, the Advanced Registered Nurse Practitioner)

  • Assess family planning patient’s total health needs through physician examination, including medical history, observation, physical examination and procedures necessary to obtain smears and cultures for the detection of infection and abnormalities.
  • Select, use, and monitor diagnostic tests and procedures such as urinalysis, x-rays, blood work, smears and cultures.
  • Counsel patients concerning sexually transmitted diseases, prevention, and treatment.
  • Counsel patients concerning effectiveness, in addition to pros and cons related to all forms of birth control.
  • Establish, train and maintain under protocol for long term hormonal contraceptive implant (i.e. Nexplanon) program.
  • Initiate and manage patients using any form of birth control according to family planning protocols, including emergency contraceptive pills and methods requiring surgical placement. (IUD’s).
  • Monitor medications and initiate appropriate therapy for certain conditions. Initiate vitamins and ferrous sulfate therapy as indicated.
  • Counsel and work closely with adolescent patients.
  • Participates in family planning personnel staff development programs.
  • Serves as family planning resource person.
  • Initiate and manage HRT for appropriate candidates.
  • Performs duties of family planning nurse as necessary & perform other procedures per protocol, Pap smears, fetus manual pelvimetry and other entities described in the maternity protocol.
  • Performs colposcopies and/or endometrial biopsies to evaluate abnormal pap smears.
  • Perform routine post-partum examinations.
  • Screen all patients within programs for Tdap and Flu Vaccinations, provide immunization and education.

STD

  • Assess the sexually transmitted disease patient’s health needs (both male and female) through physical examination, including medical history, observation, palpation and procedures necessary to obtain smears and cultures for the detection of infection and abnormalities.
  • Select, use and monitor diagnostic tests and procedures.
  • Counsel patients concerning sexually transmitted diseases, prevention, and treatment.
  • Counsel patients concerning effectiveness in addition to pros and cons of all forms of birth control, if requested.
  • Initiate appropriate therapy for STD conditions diagnosed based on current CDC guidelines. Provide presumptive treatment of contacts of an STD. Monitor result of therapy.
  • Provides medical care to patients in HIV clinics as assigned. Care includes but is not limited to: a problem focused history and physical exam, management of medications, ordering appropriate lab tests, following current guidelines for HIV treatment, treatment of
    opportunistic infections and management of adverse events related to medications.

Electronic Health Records

  • Serves as lead resource practitioner for the team for Electronic Health Records.
  • Clear documentation in the electronic health record is expected. Accurate CPT coding and diagnosis coding must be performed for each patient visit. Clinical documentation must support this coding.
  • Provides support to APRN’s.
  • Participate in workgroups and process flows for programs.

Performs other duties as assigned: Including, but not limited to:

  • Participation in clinic schedule preparation & attendance at staff and provider meetings.
  • Provide input to policy development and assist in quality improvement.
  • Provide education of team members.

Provide public health services as required during a disaster, including manning of Special Needs Shelters or PODS (Point of Distribution) In the event of a public health emergency.

Responsible for securing the designated Information sets for the purpose of protecting confidentiality, data integrity, and appropriate access, for all information, both confidential and public record, which is stored in hard copy or electronic format. Performs all other duties as assigned.

Required Knowledge, Skills, and Abilities:

Knowledge of nursing principles, practices and techniques, human anatomy, physiology and pathophysiology.

Must have experience with direct patient care responsibilities including the evaluation, diagnosis and treatment of pre-natal, family

Planning, Refugee Health, HIV and STD clients.

Ability to compile and evaluate medical histories and other clinical and laboratory data.

Ability to plan, organize, and coordinate work assignments.

Ability to communicate effectively and ability to establish and maintain effective working relationships with others.

Ability to work independently and with minimal supervision.

Qualifications

Must have a licensure as a physician pursuant to Chapter 458, Florida Statutes; or licensure as an osteopathic physician pursuant to

Chapter 459, Florida Statutes; or a current Public Health Certificate issued by the Florida Board of Medical Examiners pursuant to

Chapter 458.316, Florida Statutes.

Preferred - Ability to perform colposcopies and endometrial biopsies.
