Program Overview

The Developmental Disabilities Defendant Program operates on the campus of Florida State Hospital in Chattahoochee and at Sunland in Marianna under the auspices of The State of Florida Agency for Persons with Disabilities (APD). The Developmental Disabilities Defendant Program (DDDP) is dedicated to empowering persons with developmental disabilities charged with a felony crime to:

1.         Acquire the skills and supports that will prepare them for success in their future environments.

2.         Acquire the skills needed to become competent to stand trial.

 

Position Summary

This is a position under the Division of Operations created as a Government Operations Consultant I, housed in the Clinical Records Department. Its primary purpose is to serve as the lead worker in the Clinical Records Department (DDDP and Pathways) and to perform duties that include but are not limited to assigning and prioritizing work assignments; reviewing the work of other employees and assists with the training of other employees, as needed. The person in this position requires minimum supervision and is allowed the flexibility to exercise a great deal of independent judgment in carrying out assigned duties. It is imperative that the incumbent in this position maintain an effective working relationship with DDDP/Pathways staff, Central Office, and regional staff. This position requires the ability to work with multiple computer programs with above-average computer skills in Excel, Word, Access, and Power Point as well as above-average typing and communication skills. This person should possess excellent interpersonal communication skills with strong customer service orientation abilities and must be able to multi-task. This position requires excellent detail-oriented skills and strong ethical and moral character.

 

Assists OMCII with oversight and guidance for both DDDP and Pathways Clinical Record offices. Assists in monitoring admissions/discharges at both DDDP and Pathways to ensure both are processed in accordance with guidelines, policies, and procedures.  Ensures the overall clinical/medical records departments operates effectively and efficiently based on policy, procedures and rules governing the clinical/medical records departments.

 

Employee is responsible for the overall discharge, leave of absence (LOA), and transfer process at DDDP (and Pathway as needed). Upon notification of discharge, LOA, or transfer; employee is to notify the appropriate disciplines via email ensuring that all medical paperwork, court order, and the residents data sheet are available in security prior to release. After a resident is released, the employee is responsible for entering discharge or transfer information into hospital computer system (JUNO and HCS) and DDDP database within 1 business day. If discharged, the employee is responsible for notifying Court officials and the Forensic Region in which the resident was committed/discharged to. After discharge, the employee is responsible for combining the active ward chart into the clinical record within 5 business days from release. After records are combined employee is responsible for auditing and scanning records prior to archiving for disposal or mailing records (varies case by case).

The employee is responsible for fulfilling all records requests from The Social Security Administration (SSA). Upon receipt of the request for information and signed consent employee is to provide (within 3 business days) notification to APD’s Agency Clerk via email informing the location of the records along with the contact information of the person the records were mailed to in the Region. If the records are on site, the employee is to fulfill the records request within a reasonable amount of time and upload them into the electronic file the Agency Clerk provides.

 

Employee is responsible for processing and responding to Public Records requests for DDDP. The employee is required to use independent judgment and provide support to the General Counsel’s Office in obtaining public records for resident information at DDDP. Duties include conducting electronic and hardcopy searches for records on behalf of the Agency in response to PR requests, maintaining and organizing accurate files, records and databases. Perform complex computerized research, enter data and generate reports using custom databases. Assist with resolving outstanding records issues; organize and maintain electronic records for DDDP Clinical Records office. Correspond with various internal divisions, regions and agencies regarding PR requests for resident PHI. Upon receipt of a PR request, the employee is expected to provide records to the GC’s Office within 5 business days except for extremely large requests.

 

Responsible for data entry into JUNO, HCS, and the Resident Database inputting all pertinent data pertaining to discharges, LOA’s or any bed movement. Ensures discharges and admissions are completed timely and reviewed for accuracy.

 

Assists OMCII with oversight of weekly ward chart filing and thinning for DDDP and Pathways; both by using the filing system and table of contents. Assigns/coordinates work assignments to ensure filing is maintained in accordance with guidelines.

 

Responsible for typing dictation as transcribed by the unit psychiatrist or APRN, once transcribed, the file is returned to the Psychiatrist/ARNP for signature.

 

Completes all required training. Maintain MANDT certification as required.

 

Maintain timesheet, ensuring accuracy and submit timely in accordance with policy and procedure.

 

Perform other related duties as required.

 

The Work You Will Do 

 DDDP is a forensic facility working with individuals with disabilities in a secure setting.  These individuals have been adjudicated by the courts as incompetent to proceed to trial and have significant behavioral and psychiatric issues.  DDDP provides rehabilitative, vocational, and daily living skills training to the individuals served which allows for a smooth transition back into a non-secure residential or community setting.

Minimum Qualifications

  • A valid driver’s license. License suspended or revoked for any reason, work permits (Business purpose/ Employment/Education only license) and some types of restricted license are not acceptable. Licenses that have “Corrective Lenses Restricted,” are acceptable, provided the driver wears the corrective lenses while operating the vehicle.
  • Two years of secretarial or clerical work experience. College education from an accredited institution can substitute at the rate of 30 semester or 45 quarter hours for each year of the required work experience. Vocational/technical training in the area of secretarial science or office/business studies can substitute at the rate of 720 classroom hours for each year of the required work experience. A high school diploma or its equivalent can substitute for one year of the required work experience.
