Program Overview

The Developmental Disabilities Defendant Program operates on the campus of Florida State Hospital in Chattahoochee and at Sunland in Marianna under the auspices of the State of Florida Agency for Persons with Disabilities (APD). The Developmental Disabilities Defendant Program (DDDP) is dedicated to empowering people with developmental disabilities charged with a felony crime to:

1.         Acquire the skills and support that will prepare them for success in their future environments.

2.         Acquire the skills needed to become competent to stand trial.

 

Position Summary

In addition to the duties normally assigned to the Institutional Security Shift Supervisor, this incumbent in this position assumes the role of "Lieutenant", assuming the overall responsibility for the coordination of the activities of the security staff within a specific Forensic facility.  The incumbent coordinates the daily operations of the individual shifts within a specific Forensic facility, including preliminary analysis of internal Security problems, coordination of special needs of the facility, such as transports, construction details, etc. and reviews job assignments within the facility to ensure the safety of the facility.  Inherent in this duty is acting as liaison between the individual shifts, as well as providing liaison between the shift supervisors and the Security administrative staff.  The incumbent of this position will be responsible for addressing safety concerns related to the physical structure of the facility as well as working closely with the administrative staff of the specific units within the assigned facility to ensure a good working relationship and to address internal Security matters specific to the individual facilities and internal units.

 Plans and implements adequate shift coverage, including assignment of leave and attendance time and shift adjustments to accommodate special needs and emergency situations.   completes annual, special and probationary employee appraisals within the specified time frames and consistently documents work records of subordinate employees to justify given appraisals.  Responsible for timely and accurate completion of time sheets of the Security Specialists on the shift.  Counsels with subordinate staff on a routine basis to encourage the optimum level of performance and deter ineffective work habits.  Initiates appropriate disciplinary action in accordance with existing policies and procedures and takes steps to discourage actions by subordinates which require disciplinary interventions.  Directs and assist in the security checks of buildings, hallways, stairways, doors, locks, fences, and alarm systems. Supervises and monitors movement of employees, visitors, and residents throughout the facility.   Directs and participates in the searches of employees, visitors, and residents.  Routinely performs inspections of all assigned work areas for safety compliance and to enforce required work restrictions and guidelines.  Ensures that all staff are familiar with and comply with applicable post orders, operating procedures, regulations, and statutes as they related to the daily functions and responsibilities of the Security Department.  Review written logs and documents related to the shift to ensure completeness, accuracy and take appropriate follow-up actions as indicated.   When necessary, work on the assigned posts of the Security Specialists, to ensure adequate coverage for institutional safety.  Reads and reviews periodically all applicable policies and procedures relating to emergency operations and implements appropriate measures in emergencies.  Makes recommendations for enhancement of policies relating the Security operations at the hospital.  Responds to and provides directions during emergency situations throughout the hospital.  Conducts preliminary investigations of reported violations of rules and regulations or laws, including conducting interviews, gathering evidence, and securing the crime scene.  Provide timely and accurately written reports of findings in such cases.  Work closely with local law enforcement officials in matters of criminal prosecution and in efforts to maintain a good reciprocal relationship.

Motivates employees to improve the quality and quantity of work performed.  Periodically review the work habits of subordinate employees to encourage a positive relationship and improve the quality of the work produced on an individual basis.  Completed and maintains documentation of individual meetings.  At least monthly, conduct shift meetings with staff to share information, discuss pertinent issues and encourage a good working relationship among staff. Sets expectations and conducts performance evaluations by established deadlines. 

Coordinates and assists in the transportation of residents committed to the facility via FS 916, including escorts to funerals, court hearings, medical appointments, transfers between facilities, and air transport.

Assist in the review, development and revision of post orders, operating procedures, and training.  Attend training sessions and meetings as required to enhance skills and ensure compliance with mandated training for all subordinate staff.  Assist in the employment process by participating in applicant interviews, completion of background checks and completing required documentation.

Ability to document and ensure documentation is completed as required.

Assist in the hiring process of staff, including but not limited to participating in the interview process, making recommendations for hire. Recommends corrective and/or disciplinary actions as necessary.

Completes all required training. Monitor and track to ensure assigned staff complete required training.

Maintain timesheet, ensuring accuracy, and submit timely in accordance with policy and procedure. Review and approve timesheets as required. Monitor all time and attendance to ensure all coverage levels are met, review and address areas of concern with staff and management as required.

Performs other related duties as required.

 

The Work You Will Do 

DDDP is a forensic facility working with individuals with disabilities in a secure setting.  These individuals have been adjudicated by the courts as incompetent to proceed to trial and have significant behavioral and psychiatric issues.  DDDP provides rehabilitative, vocational, and daily living skills training to the individuals served in which allows for a smooth transition back into a non-secure residential or community setting.

Minimum Qualifications

•           In accordance with Florida Statute 943, any person employed in this class must:

•           (1) Be at least 18 years of age.

•           (2) Be a citizen of the United States, notwithstanding any laws of the State to the contrary.

•           (3) Be a high school graduate or its "equivalent" as the term may be determined by the Criminal Justice Standards and Training Commission.

•           (4) Not have been convicted of any felony or of a misdemeanor involving perjury or a false statement, nor have received a dishonorable or undesirable discharge from any of the Armed Forces of the United States.  Any person who, after July 1, 1981, pleads guilty or nolo contendere or is guilty of a felony or of a misdemeanor involving perjury or a false statement shall not be eligible for employment or appointment as an officer, notwithstanding suspension of sentence or withholding of adjudication.

•           (5) Have his/her processed fingerprints on file with the employing agency.

•           (6) Have passed a physical examination by a licensed physician based on specifications established by the Commission.

•           (7) Have a good moral character as determined by a background investigation under procedures established by the Commission.

•           (8) Have completed a 320-hour basic recruit training course or its equivalent as established by the Commission.

  • Two years of experience in providing custody or care of inmates or clients within the forensic area of a state mental health institution.

 

Other job-related requirements for this position:

    • Certified in the agency approved Crisis Prevention and Intervention Program, FDLE/ CJSTC techniques.
    • Submit to pre-employment TB screening and on an annual, ongoing basis as prescribed by DDDP.
    • Based on the duties and essential functions of this position, incumbents will be required to perform duties that involve direct contact with residents in a secure forensic facility.
    • This position requires lifting, pulling, and squatting.
    • Possess and maintains a valid driver’s license.

WORK SCHEDULE

This position is located at a 24-hour facility.  Staff members must be agreeable to working a shift schedule; regular, evening, or night. Days Off: Varies.  

Employees may be required to work additional days/hours based on the needs of the facility and center.  This includes, but is not limited to, ensuring facility coverage, activities, holidays, and emergency situations.
