The Florida Department of Children and Families (DCF) is the state of Florida’s social services agency. Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders.

Florida State Hospital (FSH) is a mental health treatment facility owned and operated by the State of Florida and is part of the Department of Children and Families. This is a highly responsible and professional position serving as the Operations & Mgmt Consultant I - SES within Recovery Planning. The ideal candidate will be a collaborative team player who works seamlessly across all sections within the program office. This role requires the use of independent judgment, a proactive approach to responsibilities, and exceptional attention to detail. Specific Duties and Responsibilities include:

  • This is professional work supervising and directing employees. The primary duty of the incumbent in this position is to spend the majority of their time communicating with, motivating, training and evaluating employees, planning and directing their work; and having the authority to effectively recommend actions such as hire, transfer, suspend, layoff, promote, discharge, assign, and reward or discipline direct reports. Evaluates employees against established standards and takes appropriate actions when necessary (i.e. recognition, reward, corrective action, etc.).
  • This position requires lifting, pulling, and squatting. Duties of this position require the incumbent to be knowledgeable of and utilize the principles of Total Quality Management.
  • This is a highly responsible position which functions as a consultant to the Mental Health Program Analysts, assists with training Mental Health Program Analysts and other service team members to improve service delivery system, and provides caseload coverage in assigned unit(s).
  • Serve as facilitator of recovery plan meetings and maintenance of ongoing recovery plan, including but not limited to coordination of agenda and meetings, documentation of minutes, completing assessments, coordinating patient schedules, and establishing therapeutic relationships with patients and team members.
  • Ensure Active participation of patient in the development of the plan of care and serves as a patient advocate in situations involving disagreement or conflict. Facilitates effective decision making. Utilizes sound team building skills in accomplishing above (i.e. problem solving, conflict resolution, accurate and active listening, consensus building.)
  • Completes summaries and reports assigned, including but not limited to Risk Management, High Risk, Quality Management, Etc.
  • Maintains ongoing meaningful relationships with patients and staff.
  • Performs other related duties as assigned.

 

Knowledge, Skills and Abilities required for the position:

  • Knowledge of basic management principles and practices.
  • Ability to collect, evaluate and analyze data to develop recommendations, solve problems, document workflow and other activities relating to the improvement of operational management practices.
  • Ability to utilize problem-solving techniques.
  • Ability to work independently.
  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities.
  • Ability to plan, organize and coordinate work assignments.

  • Knowledge of rehabilitation or mental health treatment techniques.

  • Ability to interpret and coordinate the implementation of mental health services programs, goals and administrative procedures.
  • Ability to interview, assess and interpret findings.

 

Minimum Qualifications:

  • A bachelor's degree from an accredited college or university is preferred and three years of professional experience in developmental disabilities, special education, mental health, counseling, guidance, social work, health or rehabilitative programs. 
  • One year of experience writing formal business communications, including emails. 
  • Two years of professional supervisory experience
  • A master's degree from an accredited college or university can substitute for one year of the required supervisory experience.
