The Florida Department of Children and Families (DCF) is the state of Florida’s social services agency. Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders.

Florida State Hospital (FSH) is a mental health treatment facility owned and operated by the State of Florida and is part of the Department of Children and Families. The department’s mission is to “work in partnership with local communities to protect the vulnerable, promote strong and economically self-sufficient families, and advance personal and family recovery and resiliency.”

This is a highly responsible and professional position that will serve as an Operations and Mgmt. Consultant II – SES in Psychology. This position will collaborate with each section within the state facilities and be required to use independent judgement, take initiative in carrying out duties and responsibilities and should be extraordinarily detail oriented. 

 

Specific Duties and Responsibilities include:

  • This is professional work supervising and directing employees. The primary duty of the incumbent in this position is to spend the majority of their time communicating with, motivating, training and evaluating employees, planning and directing their work; and having the authority to effectively recommend actions such as: hire, transfer, suspend, layoff, promote, discharge, assign, and reward or discipline direct reports. Evaluates employees against established standards and takes appropriate actions when necessary (i.e. recognition, reward, corrective action, etc.).
  • This is an administrative and consultative position working with the four departments under the Psychological and Clinical Services Director. Duties of this position require the incumbent to be knowledgeable of and utilize the principles of Total Quality Management and to assist with the oversite and management of Recovery Planning, Social Services, and Rehabilitation Therapy activities and outcome measures. Responsibilities include activities related to organizational needs, analysis, policy management, performance improvement, and process management. These responsibilities are cross-functional and multidisciplinary and involve work with employees throughout FSH as well as hospital suppliers and providers, and other stakeholders.
  • Assist Director of Psychology and Clinical Services to develop and implement patient driven outcomes which meet or exceed targeted benchmarks. Ensure all work manuals procedures, synopses, and guidelines are up-to-date and aligned with Accreditation, Federal, State, and Facility requirements. Ensure performance of Recovery Team members in Clinical Services consistently meets standards. Provide operation and management coordination and/or facilitation in the development of policies, standards, procedures, training, and implementation of patient-driven treatment, rehabilitation, social services, and recovery plans for patients with a variety of individual needs. Assist Admission and Discharge Coordinators as needed. Develop methods to improve processes and practices for departments within Clinical Services. Assist in the identification and development of resources designed to maximize the efficiency of service delivery for patients. Provide individual patient, program, and administrative consultation as needed. Assist in identifying, planning, and implementing continuing quality improvement to the four departments within Clinical Services. Assist in developing action plans to meet identified gaps in performance and report status as required at Leadership Team meetings. Provide guidance to unit management staff and facility administration regarding standards of care.
  • Data Analysis: Help to track key data indicators for Psychology, Mental Health Program Analysts, Social Services, and Rehabilitation and report data to leadership team, quality improvement, and other stakeholders as directed. Develop data collection instruments and incorporate data into custom spreadsheets and databases. Direct the performance improvement process for indicators not meeting established targets and track progress over time. Develop and implement processes to improve outcome measures and provide training for managers and staff related to meeting standards and targets. Assist in collection and monitoring of NRI Data relevant to Clinical Services and report data to relevant stakeholders as directed.
  • Ensure compliance with performance standards, facility, department, state, and federal regulations related to hiring new staff. Complete all personnel actions as required including but not limited to, recruiting, hiring, monitoring, corrective, time management, discipline up to dismissal.
  • Training: Provide training, as required, for Qualified Mental Health Professionals (Mental Health Program Analysts), Social Services, Rehabilitation Staff, and other team members to improve patient outcomes
  • Other Duties: Perform other duties as assigned to assist Clinical Services and FSH in meeting or exceeding its mission, goals, and objectives.
  • This position will serve as the official Single Point of Contact, which is designated to coordinate the provision of auxiliary aids and services to the deaf or hard of hearing. The position will be responsible for the following:
  • Collect data on the effectiveness and appropriateness of the auxiliary aid or service provided and the performance of the interpreter provided on the Customer Feedback Form.
  • Keep records of the appropriate auxiliary aides and services on the Auxiliary Aide/Services Record as each service is provided.
  • Complete Self-Assessment Tool to evaluate DCF’s operational performance in providing appropriate auxiliary aids and services to deaf or hard of hearing persons and to identify methods to improve the provision of such auxiliary aids and services.
  • Assist designated DCF Personnel with any concerns, grievances or complaints raised by deaf or hard of hearing Customers or Companions regarding effective communication as soon as reasonably possible, with a goal of resolving all matters raised while the Customer and/or Companion is in a DCF Direct Service Facility.
  • Communicate with ADA/Section 504 Coordinators concerning services to deaf or hard-of- hearing Customers or Companions and summaries of these meetings shall be provided to the Independent Consultant; Manage service records and report the data and any resource and/or training needs to the designated ADA/Section 504 Coordinator (Civil Rights Officer).
  • Other duties as assigned.

Minimum Qualifications:

  • Bachelor’s Degree in Psychology, Social Work, or a related social sciences field, and two years of supervisory experience with proficiency in collecting, analyzing, and graphing data for presentation to leadership and stakeholders is preferred.

Preference will be given to applicants who have:

  • Two years working in an inpatient setting with patients with severe and persistent mental illness is preferred.
