Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders.
Florida State Hospital (FSH) is a mental health treatment facility owned and operated by the State of Florida and is part of the Department of Children and Families. The department’s mission is to “work in partnership with local communities to protect the vulnerable, promote strong and economically self-sufficient families, and advance personal and family recovery and resiliency.”

This is a highly responsible and professional position that will serve as an Operations & Management Consultant Mgr. – SES. This position will collaborate with each section within the state facilities and be required to use independent judgement, take initiative in carrying out duties and responsibilities and should be extraordinarily detail oriented.
Specific Duties and Responsibilities include:
- In order to ensure Management Excellence, Customer Satisfaction, Treatment Excellence and Cost Efficiency in service delivery, the Quality Improvement (QI) Director will work cooperatively with appropriate department heads to develop a comprehensive system of auditing and monitoring that addresses all critical aspects of care, treatment, environmental health and support to ensure compliance with state and federal rules and regulations, as well as accreditation standards and best practices in mental health. Collects and reports data to the Hospital Administrator and other DCF Personnel as requested. This is advanced professional work supervising and directing employees. The primary duty of the incumbent in this position is to spend the majority of their time communicating with, motivating, training and evaluating employees, planning and directing their work; and having the authority to effectively recommend actions such as: hire, transfer, suspend, layoff, promote, discharge, assign, and reward or discipline direct reports. Evaluates employees against established standards and takes appropriate actions when necessary (i.e. recognition, reward, corrective action, etc.).
- Develops and implements a system for the oversight, management, and dissemination of data collected hospital-wide that reflects the integrity and quality of key processes and outcomes to support Management Excellence and to keep all managers informed of areas needing improvement.
- Ensures Management Excellence, Customer Satisfaction, Treatment Excellence and Cost Efficiency. Coordinates the Strategic Planning in order to cue EMT of actions to be taken to prepare for and complete the annual cycle.
- Develops and implements procedures for the acquisition, dissemination and utilization of outcome comparisons and benchmarks to ensure Management Excellence, particularly during strategic planning. As part of Strategic Planning, and in order to promote Management Excellence, gives direction to the Quality Improvement process, including the coordination of Quality Council, scheduling of project consultation, provision of related training and tracking of CQI progress.
- Directs the provision of utilization review for the facility, providing real-time insight for timely and defensible determinations. Develops, maintains, updates and track action items as needed. Assist with development and tracking of correct actions plans as needed based on CARF, AHCA, CMS and other reviews/audit results and/or citations.
- Directs the provision of training, education and support of process owners encountering process and performance problems within their work areas to assist in the enhancement of Customer Satisfaction, Treatment Excellence and Cost Efficiency.
- Coordinates the promulgation, updating and tracking of hospital policy and procedures to ensure that all policies are updated, routed for review and approval, and distributed according to schedule to maintain Management Excellence.
- Ensure optimum customer satisfaction by preparing work schedules and assignments of subordinates. Approves time and attendance, daily work records and leave requests. Recommends hiring, termination, and promotion of employees. Counsels subordinates and takes appropriate disciplinary action in accordance with higher authority direction

Minimum Qualifications:
- A bachelor’s degree from a college or university in management or healthcare field and two years of professional work experience in management or healthcare field.
- Two years of supervisory experience.
Preference will be given to applicants who have:
- Three or more years’ experience working in an accredited (CARF, Joint Commission & AHCA) healthcare environment.
- Proficient in creating Spreadsheets in Excel.
- Experience and knowledge in analyzing data for quality improvements activities.
- Experience conducting audits of programs, word processes, and staff performance.
- Experience with Admission and Discharge process.
