The Florida Department of Children and Families (DCF) is the state of Florida’s social services agency. Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders.

Florida State Hospital (FSH) is a mental health treatment facility owned and operated by the State of Florida and is part of the Department of Children and Families. The department’s mission is to “work in partnership with local communities to protect the vulnerable, promote strong and economically self-sufficient families, and advance personal and family recovery and resiliency.”

This is a highly responsible and professional position that will serve as a Operations & Management Consultant Manager – SES.  This position will collaborate with each section within the state facilities and be required to use independent judgement, take initiative in carrying out duties and responsibilities and should be extraordinarily detail oriented. 

 

Specific Duties and Responsibilities include:

  • This position involves professional and highly responsible, administrative work assisting the Chief Hospital Administrator - DCF in supervising the operations and activities of support functions at Florida State Hospital including: Health Information Services, Food Services, Canteen/Gift Shop, Communications, Laundry Department, Environmental (regulatory and code enforcement), and Print Shop/Post Office. Responsible for direct supervision and oversight, including providing consultation and leadership to subordinates in all matters relating to the performance of their assigned areas/duties. Provides standards of performance through performance appraisals in accordance with DCF rules/regulations. Administers counseling when needed and proper disciplinary actions in accordance with DCF rules/regulations. Recommends hiring, transfers, promotions and terminations. Oversees the daily operations of Facilities Maintenance, Housekeeping and Food Services Departments, overseeing the administration of third-party contracts for these areas. Advises Hospital Administrators and Department Managers on operational issues.
  • Serves as liaison between the facilities and Information Technology Shared Services.
  • Maintains effective relationships between facility staff and management to facilitate maximum productivity as well as early problem identification and resolution.
  • Involvement in directing, developing and implementing facility procedures, goals and objectives designed to meet the needs and mission of the hospitals. Evaluates and improves effectiveness of programs, assuring management excellence, and customer/partner satisfaction in the most cost-effective manner possible.
  • Reviews and analyzes periodic reports of key indicators of administrative and managerial performance, ensuring that necessary corrective actions are accomplished in a timely manner.
  • Participates in licensure reviews and monitoring visits conducted at the facility by internal or external groups.
  • Assists in the development and implementation of budgetary needs and controls.
  • Ensures adherence to federal, state, and other applicable regulatory requirements.
  • Assists in the development of the annual Fixed Capital Outlay and OCO requests.
  • Consults with appropriate persons pertaining to planning and programming developments for the mental health treatment facilities.
  • Serves as a member of various committees as assigned.
  • Performs other related duties as required.

Minimum Qualifications:

  • A bachelor's degree from a college or university and four years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work is preferred. 
  • Two years of experience supervising or serving in a leadership role.
  • Two years of experience implementing and managing complex projects.
  • A master's degree from a college or university can substitute for one year of the required experience. 
  • Professional experience as described above can substitute on a year-for-year basis for the required college education. 

 

Preference will be given to applicants who have:

  • Three years of project management experience.
  • Three years of facilities & operations management experience.
  • Three years of contract oversight experience
