Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders.

Florida State Hospital (FSH) is a mental health treatment facility owned and operated by the State of Florida and is part of the Department of Children and Families. This is a highly responsible and professional position serving as the Operations & Mgmt Consultant Mgr – SES within Program Services. Specific Duties and Responsibilities include:

  • This is professional work supervising and directing employees. The primary duty of the incumbent in this position is to spend the majority of their time communicating with, motivating, training and evaluating employees, planning and directing their work; and having the authority to effectively recommend actions such as: hire, transfer, suspend, layoff, promote, discharge, assign, and reward or discipline direct reports. Evaluates employees against established standards and takes appropriate actions when necessary (i.e. recognition, reward, corrective action, etc.).
  • This is a highly responsible professional position ensuring Recovery Planning (RP) for persons residing in this state mental health treatment facility are completed as assigned. Processes in the Service Planning department support attainment of FSH Strategic Objectives which focus on Customer Satisfaction and Treatment Excellence and Efficiency. Areas of responsibility include coordinating the receipt and distribution of schedules for Recovery Team meetings, maintaining the coverage for coordination of recovery planning meetings, reviewing reports and treatment plans generated by the Mental Health Program Analyst (MHPA) to ensure they are consistent with the established standards and that assignments to treatment team members are completed as assigned. Monitors meetings to ensure that relevant standards and requirements are met, monitors records to ensure that documentation is completed and entered in the record according to policy and procedure, assists the MHPAs in obtaining requested resources for bringing resolution to concerns regarding treatment team members for service provided to individuals. Responsibilities include activities related to organizational needs, analysis, policy management (strategic planning), performance improvement, and process management.
  • Ensures that Recovery Plans are developed for persons receiving treatment by assigning an MHPA to each area or by providing coverage in the absence of the assigned RTC. Provides direct supervision of Qualified Mental Health Professionals (Mental Health Program Analysts). Monitors resident charts within each MHPA's area on at least a quarterly basis to ensure that a Stabilization Plan is completed within five working days and Recovery Plans are placed in the chart within 30 days of admission to a Recovery unit or within three working days of a recovery planning meeting in which the plan was finalized. Monitors completion of transfer notes, recovery planning meeting summaries, goals and objectives and resident schedules. Timely completion of time and attendance records, payroll, leave approvals, etc. Responds to internal and external requests/inquiries in a timely manner. Provides individual resident, program, and administrative consultation relevant to state, federal, and professional guidelines for service planning and delivery. Assist in identify, planning, and implementing, monitoring, and evaluation to promote continuing quality improvement. Maintain/improve hospital targets for core processes related to recovery planning including, but not limited to assessment, recovery plan development, documentation reassessment, admission, discharge, etc. Assist units, areas in developing action plans to meet identified gaps in performance and report status of indications, action plan as required at Leadership Team meetings. Provides guidance to unit management staff and facility administration regarding standards of care. Complete audits as required and provides feedback to the appropriate Mental Health Program Analyst.
  • Ensures that MHPAs generate and distribute schedules as required by policy and guidelines. Monitors the recovery planning meetings coordinated by each MHPA, observing for availability of daft plans, advocacy on behalf of person whose plan is being developed and inclusion of all assessment data and recommendations from disciplines. These responsibilities are cross-functional and multidisciplinary and involve work with employees throughout FSH as well as hospital suppliers and providers, and other stakeholders. Ensures performance of Recovery Team members consistently meets standards. Provides operation and management coordination and/or facilitation in the development of policies, standards, procedures, training, and implementation of resident-driven treatment, rehabilitation, role discovery/recovery, and recovery plans for consumers with a variety of individual needs.  Performance Improvement and Management: Consults, facilitates, and participates in the management and improvements of FSH performance Improvement initiatives and Quality Delivery System. This involves activity recommendations regarding the design and make-up of performance improvement team, team facilitation and management, and tracking team progress. Utilizes tools and techniques to perform performance improvement projects including problem solving, decision analysis and action planning
  • Ensures that resident services are appropriately implemented, based upon review of MHPAs reports that track treatment team attendance, timely and full completion of all assessments, completion of monthly RP progress notes, and delivery of prescribed services at the time of reviews. Discusses emerging problems with the appropriate END or department head. Ensures compliance with performance standards, facility, department, state, and federal regulations. Completes all personnel actions as required including but not limited to, recruiting, hiring, monitoring, corrective, time management, discipline up to dismissal.
  • Monitors a sample of Recovery Plans for each Mental Health Program Analyst on a quarterly basis using the checklist for completed plans to ensure compliance, and that corrective feedback is provided by the Mental Health Program Analyst. Serves as a resource person for related subjects. Assists in the identification and development of resources designed to maximize the efficiency of service delivery for residents.
  • Completes functions as Service Planning department head, including orienting new employees and conducting regular performance reviews for employees. Also conducts regular department meetings for review of department processes and performance plus facility performance on Executive Summary of Performance to support FSH Strategic Objective for the achievement of management excellence.
  • Provides comprehensive training to all new Service Planning department members on core processes associated with Service Plan development, coordination and review. Provides Self-Paced Service Plan Development training to MHPAs and to other professionals when requested.
  • Performs other related duties as assigned.

Minimum Qualifications:

  • A bachelor's degree from an accredited college or university is preferred and three years of professional experience in developmental disabilities, special education, mental health, counseling, guidance, social work, health or rehabilitative programs. 
  • A master's degree from an accredited college or university can substitute for one year of the required experience. 
  • One year of experience writing formal business communications, including emails. 
  • Four years of professional experience supervising or serving in a leadership role. 
  • Professional experience as described above can substitute on a year-for-year basis for the preferred college education. 

 

Preference will be given to applicants who have:

  • Experience with recovery plans and continuing quality improvement. 
  • Experience implementing patient services and retaining timeframes.
