Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders.

This is a highly responsible and professional position serving as the Registered Nursing Consultant Supervisor in Risk Management. The ideal candidate will be a collaborative team player who works seamlessly across all sections within the program office. Specific Duties and Responsibilities include:

  • This position serves as the Hospital Health Care Risk Manager/Safety Officer and is highly responsible professional, managerial and administrative work to reduce, control, or eliminate the possibility of incidents to resident, staff, and visitors at the institution; thereby minimizing financial loss. This is accomplished by assessing, planning, and coordinating responsibilities to prevent or minimize accidental injury, illness, property damage, or other preventable loss or negligent acts. The Risk Manager/Safety Officer is responsible for the overall coordination of the incident reporting system, investigations, and the general liability program for the largest Florida State Mental Health Institution, which consists of approximately 949 licensed beds and 1,935 employees.
  • Process and analyze a magnitude of daily resident incident reports in a priority manner. Review reports for timeliness, content, accuracy, and ensuring compliance with applicable Florida Statutes, Florida Administrative Codes, Department Regulations, and Hospital Operating Procedures. Develops, maintains, and monitors an automated Hospital Risk Management Incident Tracking System, covering resident incidents, including the type, frequency, causes, and outcomes. Analyze the frequency, causes, general categories and types of incidents causing injury to residents. Analyze incident reports and make recommendations to reduce the frequency and severity of resident injuries. Make recommendations for corrective measures in problem areas. Completes applicable follow-up actions, makes necessary referrals, maintains suspense system to ensure professional timely completion of actions. Advise supervisor of any adverse patterns or trends identified.
  • Serves as Resident Hospital Safety Officer and Chairperson for Resident Health & Safety Committee. Holds quarterly committee meetings, types/distributes minutes and tracks resident safety action items until completion. Promotes health and safety of patients, reviews and evaluates quality of patient safety measures and assists in implementation of the hospital patient safety plan.
  • Ensure the development of appropriate policy and procedures that minimize the risk of injury to residents. Ensures compliance with risk management Florida Statutes, Florida Administrative Codes, Florida Agency for Health Care Administration, Florida Department of Health, the Safe Medical Devices Act, CARF Accreditation, Children and Family Regulations.
  • Produce and provide monthly/quarterly/annual comprehensive statistical reports to Administration/Governing body which includes information about all activities of risk management. Produces monthly, quarterly and annual analytical reports for 6 residential units.
  • Performs analysis of data linked to various risk management topics and prepares visual presentation for review at quarterly Governing Body meetings and monthly internal Risk Management Committee. Participates in variety of hospital workgroups that review event data, including Mortality Review, Pharmacy and Therapeutics, and Safety Committee
  • Provides a variety of reports to both internal and external parties. Submits critical event data to Department of Children and Family headquarters, as required by CFOP 155-25 and 155-28. Responsible for initiation and completion of the Agency for Health Care Administration Code 15 reports plus notification to the Office of the Inspector General, as required by CFOP 180-
  • Serve as a member on various administrative and resident care related committees, which includes but is not limited to: Resident Health & Safety Committee, Management Reviews, Mortality Review, Infection Control, Disaster, Workplace Risk Assessment Team and Pharmacy & Therapeutics.
  • Serves as Coordinator of the Davis Productivity Awards Program through Florida Taxwatch. Coordinates, reviews and processes all nominations. Provides hands-on assistance to nominators and managers. Coordinates all awards ceremony activities and travel for award winners.
  • Ensure Risk Management pre-service training is presented to all new employees within 30 days of employment pursuant to Florida Administrative Code. Provides Risk Management annual update training to all employees.
  • Participate in licensure reviews and monitoring visits conducted at the facility by internal or external groups. Complete Code 15 reports and annual reports to Agency for Health Care Administration on Adverse Incidents per Florida Statutes. Complete other reports to Department of Health per Florida Statutes.
  • Manage, process, and control General Liability Losses and State Automobile Accident claims. Process claims accurately, within designated timeframes and using proper methods. Advise supervisor of any adverse trends.
  • Other duties as assigned.

 

Knowledge, Skills and Abilities required for the position:

Minimum Qualifications:

  • Licensure as a Registered Professional Nurse in accordance with Florida Statute 464 or eligible to practice nursing in accordance with Florida Administrative Code 210-8.27 and four years of professional nursing experience, two years of which must have been in a supervisory or administrative capacity.
  • A bachelor's degree from an accredited college or university with a major in nursing can substitute for one year of the required general professional nursing experience.
  • A master's degree from an accredited college or university in nursing can substitute for two years of the required general professional nursing experience.

 

Preference will be given to applicants who have:

  • Certification in Risk Management.
  • Six years of professional nursing experience.
  • Experience working in Risk Management.
  • Clinical experience working in Mental Health.
