Deputy Dist. Maintenance Administrator
This position will oversee the operation of Districtwide Maintenance programs to ensure compliance with policies, procedures, applicable laws and rules.

Your Specific Responsibilities:
Supervises employees spending the majority of the time communicating with, motivating, training, evaluating employees, and planning and directing employees’ work. Has the authority to effectively recommend the hiring, transferring, suspension, lay off, recalls, promotions, discharges, assignments, rewards, or disciplinary actions for subordinate employees. Plans and directs workloads, deadlines, work objectives and time utilization with subordinate staff. Provides direction and ensures that all subordinates receive training and instruction in methods and techniques necessary to safely perform their assigned tasks.
Perform highly advanced transportation engineering duties for the District Maintenance Program. Administer, direct, and oversee the operation of district wide maintenance operational programs and functional areas as assigned by the District Maintenance Engineer (DME), which may include: Maintenance Operations; Maintenance Budget Preparation, Fleet Operations; Industrial Safety, Transportation Statistics, Fixed Capital Outlay (FCO), Maintenance Management Systems (MMS), Roadway Characteristics Inventory (RCI) program, Maintenance Rating Program (MRP), Landscaping and District Field Functions. Motivate, train, coach and guide subordinate employees to improve the quality and quantity of work performed while conducting work activities. Plan and direct workloads, deadlines, work objectives and time utilization with subordinate staff. Oversee, monitor and interact with field maintenance offices, operations centers and district maintenance staff.
Ensure that assigned maintenance programs and functional areas are compliant with state and Department policies and procedures; environment laws and permits; and any other applicable federal and state laws and rules. Assist the DME as necessary to establish performance measures and quality indicators to ensure the success of the assigned programs. Coordinate, document, plan, strategize, and report on the programs consistent with the mission, vision, values, rules, policies, procedures, goals, and objectives of the Department. Monitor assigned program areas to ensure compliance with the State Maintenance Office Annual Quality Assurance Monitoring Plan. Investigate, review, comment, and prepare appropriate reports for all special projects assigned by the DME.
Meet with the general public, appropriate state and local government officials, and other interested parties regarding concerns with the operation and maintenance of the State Highway System. Coordinate solutions to these and other concerns with Department staff in Maintenance and other Department Program areas as necessary. Serve as the delegate for the DME in his or her absence. Attend meetings and functions as the representative of District Maintenance when necessary.
Assists with Maintenance budget development and allocation including development of legislative budget requests, zero - based budget funding requests, mobile equipment replacement budget and fixed capital outlay budget. Prepare budget requests and monitor budget allocations. Review and approve purchasing activity for the maintenance program components as assigned by the DME. Direct and implement cost control programs as required. Incumbent of this position has a Purchasing Card which allows a single purchase exceeding the threshold amount of $20,000 provided for in S. 287.017 for Category One; has financial disclosure responsibility in accordance with Chapter 112.3145, Florida Statutes. Approves invoices for payment.
Assists in the development and implementation of new concepts, policies, procedures, practices and methods to improve maintenance programs and facilities.
Assists the Emergency Coordinating Officer in preparing for, responding to and recovering from natural disasters.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:
