District Director of Transportation Development
This position serves on the District Three Management Team and participates in working to accomplish the Agency's mission, goals and objectives, policies, procedures and programs. The Director oversees the office of Program Management, Roadway Design, Right-of-Way, and Intermodal Systems Development.

Your Specific Responsibilities:
Oversees the long range transportation planning, local government liaison, Development of Regional Impact (DRI) review, data base management, urban transportation coordination, and prioritization. Directs the development of the modal programs for aviation, rail, transit, highways, bicycles and pedestrians. Administers state and federal grants programs for all public transportation modes. Oversees the development of major transportation projects including alternate routes, location, environmental impacts and preliminary engineering studies and public hearing. Obtains required project approval from state and federal agencies, as well as environmental related construction permits.
Provides administrative and technical assistance to the Metropolitan Planning Organization for Pensacola, Fort Walton and Panama City and coordinate with Department of Transportation (DOT) Tallahassee Urban area representatives. Serves a planning liaison to the local governments in the development of Transportation plans.
Directs the activities of the Roadway Design, Utilities, and Drainage units to facilitate the orderly and efficient production of the total construction plans package necessary for the contract lettings. Also directs the activities involving maintenance of all survey records.
Directs a comprehensive right of way program. Plans, directs and implements policies, regulations procedures applicable to the total right of way process, including condemnation coordination, appraisal preparation and review, negotiations, relocation assistance, management, demolition and disposal of improvements and surplus land and all auxiliary operations in support thereof within a district office. Directs the activities of the District Mapping section. This includes determining the precise location of land needed for road and bridge construction projects and preparation of legal instruments for acquiring property needed for right of way.
Management of the above sections includes developing staffing requirements, administering operating budgets, collective bargaining agreements, reviewing and deciding employment disputes and grievances, conducting disciplinary hearings, hiring, promoting, reassigning and dismissals, and administering compliance with Equal Employment Opportunity/Affirmative Action procedures.
Oversees the development of the District's Five-Year work program which details transportation expenditures and work schedules. Establishes and monitors all pre-construction activities necessary for project or program implementation. Directs the activities necessary to ensure the proper, legal, and timely handling of construction contacts administered under the mini-contract procedures.
Evaluates and disseminates the Department's program planning policies, including long range planning policy and the Florida Transportation Plan and regional system plans.
Serves as District communicator of DOT planning policies to elected officials, local administrators, the news media and the general public. Establishes and administers District guidelines for coordination and cooperation with local governments in addressing transportation issues.
Oversees the development of guidelines and implementation of policy and procedures for transportation funding among counties within the District. Project priorities are established based on program funding policies.
Maintains close coordination with the District Director of Operations and the District Secretary to ensure compatibility and consistency of management responsibilities.

Licensure/Registration/Certification Requirements:
This position requires registration as a Professional Engineer in the State of Florida, pursuant to Chapter 471 of the Florida Statutes.
A Class E driver’s license is required for travel throughout the State.
Other Job-Related Requirements:
This position is an emergency responder and will be required to respond before, during and following emergency situations.

This position requires a valid Class E driver’s license with an acceptable driving record in accordance with the Department’s Driver’s Record Requirements Policy. An unacceptable driving record is defined as any of the following:
- three (3) or more moving violations in the past three (3) years that accumulate three (3) or more points per violation;
- any two (2) convictions of reckless driving in the past three (3) years;
- a suspension or revocation of the driver license for moving violations in the past three (3) years; and
- a suspension or revocation for refusal to take a sobriety test, or any suspension or revocation for a DUI conviction, in the past four (4) years.
