This position will develop, deliver, and maintain short- and long-term training and performance development plans for all levels of District employees.

Your Specific Responsibilities:
Supervises Training and Education Specialists. Provides direction and coaching to unit employees as needed. Establishes goals and objectives for the unit, plans workloads, workflows, and deadlines. Evaluates employees through establishing evaluation criteria and responsibilities and meets regularly with employees to ensure the established criteria are met. Communicates on a regular basis with employees both individually and in staff meetings. Supervises the management, coordination and delivery of training, development and performance management programs and activities for all levels of district employees. Develops and manages the district's training, development, and performance management budget. Ensures that maximum use is made of available funds, personnel, materials, equipment, and facilities.
Develops and manages the implementation of short- and long-term training, development, and performance management plans for the district. Receives input from district employees, leaders, managers, and supervisors to develop the district's Annual Training Plan. Provides input as needed to help in the development of the Statewide Annual Training Plan. Supervises the design, maintenance, updates, delivery and evaluation of training programs and materials in the areas of supervision, management, leadership, continuous improvement, process management, performance management, interpersonal skills, and other related concepts. Identifies, evaluates, and recommends new training programs, tools, media, methods, and technologies for use by the district. Supervises the maintenance of district training records in the learning management system including scheduling, ¬confirming, wait listing, finishing classes and participants, and creating reports. Supervises project managers assigned to training and performance management contracts. Scopes, advertises, analyzes, and selects of vendors, contractors, and consultants. Assessment, design, delivery and evaluation of training, development and performance management programs, activities, and materials statewide. Makes presentations to and for district as requested by management.
Builds collaborative relationships at all levels of the district. Facilitates increased productivity of district employees by consulting with employees at all levels to identify organizational needs, issues, and performance improvement opportunities. Consults with district leaders, managers, and supervisors by establishing mutual expectations and responsibilities, data collection, analysis, designing interventions, team/group and focus group facilitation, negotiation, feedback, reporting, project closure, etc. Consults with district management to develop and maintain business plans and performance measures. Consults with district management on issues regarding employee development. Conducts research, analyzes data, and proposes methods of change, programs, etc.
Represents district interests in meetings between and among offices and with other state agencies, consultants, contractors, vendors, state and local groups, universities and colleges dealing with training and development and/or performance management issues as assigned. Manages proper record keeping and reporting for training and development and performance management including but not limited to: scheduling, registration, training records management, business plan development and reporting, etc. Manages the development and maintenance of web sites, newsletters, and other communication mechanisms that promote and enhance knowledge of training and development, performance management and continuous improvement opportunities.
Implements assigned projects; coordinates project activities with appropriate staff and project partners. Ensures compliance and attainment of project goals and objectives in a timely manner by developing and implementing detailed work plans. Works with appropriate staff and partners to implement, evaluate and report on project activities; provides training and technical assistance to staff as needed to implement project activities; assures maximum participation in project activities. Convenes and facilitates meetings and discussions to provide input to project activities as needed. Collects, analyzes, and reports data to monitor project outcomes; generates and presents reports using standard formats and graphical summaries. Submits oral and written reports on a timely basis. Prepares written reports, minutes, agendas, and other project-related correspondence for internal and external distribution. Meets regularly with supervisor to review activities, identify priorities. May originate, prepare, and present proposals for special projects.

- Skill in instructional design methods including assessment, development, and evaluation.
- Skill in various classroom, online, blended and multimedia delivery methods, techniques, and tools to address differing learner needs and learning styles.
- Skill in project/program management, budgeting, resource management, strategic and logistical planning.
- Skill in consulting with individuals and groups to identify needs and define opportunities for performance improvement, skills enhancement and career planning and development.
- Skill in the use of word processing, electronic spreadsheets, graphic presentation software and equipment, information sharing sites, web, and mainframe applications.
