District Three / Transportation Development / Environmental Management

 

The Permitting Manager oversees the review and approval of permits to ensure transportation projects comply with federal and state regulations. This role supports the agency’s mission by facilitating timely project delivery while protecting Florida’s natural resources.

Your Specific Responsibilities:

 

Supervises employees spending the majority of the time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work. Has the authority to effectively recommend the hiring, transferring, suspension, layoff, recalls, promotions, discharges, assignments, rewards, or disciplinary actions for subordinate employees. Plans and directs workloads, deadlines, work objectives and time utilization with subordinate staff. Provides direction and ensures that all subordinates receive training and instruction in methods and techniques necessary to safely perform their assigned tasks.

 

This position serves as an assistant to the District Environmental Administrator and is required to exercise independent judgement, oversees the District's Contamination Impacts Program and Permit Program. Monitors the District 3 Permits and Contamination/Remediation Programs. Directs engineering consultants and develops engineering solutions in response to permits and contamination issues. Reviews and approves plans, cost estimates, site remediation plans, and itemized invoices. Maintains close coordination with other sections within the Department, the Department of Environmental Protection, the United States Environmental Protection Agency, Northwest Florida Water Management District, other permitting agencies, and private sector parties. Serves as Lead Base Paint Coordinator for District Three. Oversees and performs field investigations of monitoring wells for District Three.

 

Oversees the management of the District Title VI/VII Program and the Electronic Documents

Management Storage System (EDMS). Provides environmental expertise, including technical or

process-related topics, during District Statewide Acceleration Transformation (SWAT) meetings, project progress meetings, meetings with management and other FDOT offices or outside agencies.

 

Conducts and/or oversees environmental impact reviews of transportation improvement projects and ensures quality control. Independently performs environmental work including conducting and documenting field reviews and analyzing information from Geographical Information Systems (GIS) based systems. Prepares Natural Environmental Policy Act (NEPA) and other Project Development and Environment (PD&E) documentation for all classes of action and projects of various levels of complexity.

 

Conducts these activities in support of the scheduled Production Complete date. Coordinates District level NEPA activities including, but not limited to, self-assessments, audits, data entry and responding to inquiries from Central Office. Prepares and executes the Permit Transmittal Memo prior to the production date for a project scheduled for letting.

 

 

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

 

Knowledge of:

  • Knowledge of Project Development and Environment (PD&E) Process Manual.
  • Knowledge of NEPA and linking the planning and environmental review process.
  • Knowledge of Title VI/Title VIII program.
  • Knowledge of permitting and the various permitting agencies.

 

Skills in:

  • Skilled in negotiating contracts and processing invoices and project management practices.
  • Skilled in computers with special emphasis on email, word processing software, and spreadsheets.
  • Skilled in analyzing records, conducting interviews, on-site reviews, and field investigations to determine permitting or contamination issues.

 

Ability to:

  • Ability to read and interpret construction plans.
  • Ability to explain non-compliance and recommend corrective actions.
  • Ability to plan and organize work assignments and supervise the work assignments of subordinates.
  • Ability to establish and maintain effective working relationships
