Specific Responsibilities:

This position provides environmental managerial work serving as the Environmental Manager-SES for Washington County Health Department and Holmes County Health Department. This employee exercises independent judgment in administering the Environmental Health Program and assisting in the formulation of policies and procedures which have significant impact in personnel administration and the preparation and administration of budgets.  Represents the department at public meetings, administrative actions, court, permit hearings and workshops. This position spends more than 50% of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

 

Performs administrative and technical reviews and determines approval or denial of Onsite sewage treatment and disposal systems, swimming pools, mobile home parks and water system permit application.  Upon approval, ensure the issuance of such permits.  Provides supervision and guidance to environmental staff in assuring that projects conform to specifications.  Performs field activities as necessary.  This position is responsible and accountable for the performance of the field staff under their supervision.

 

Confers with consulting engineers, developers, onsite sewage treatment and disposal system installers, governmental officials, industrial representative, attorneys, or citizens regarding compliance with applicable Florida Statues and Florida Administrative Codes.  Coordinates and performs field activities relative to such environmental health programs.

 

Develops internal management policies and procedures related to protection and restoration of the state's environmental resources.

 

Investigates and evaluates complaints related to all sources of pollution such as failing onsite sewage treatment and disposal systems and/or initiates appropriate monitoring or corrective actions.

 

Coordinates with local, state, and federal agencies on specific projects.

 

Assists DEP, EPA, or other major environmental programs by providing technical, scientific, and professional support to the community and local government.    

Serves as back-up Information Custodial for Environmental Health assigned responsibility for maintaining information in accordance with state and federal statutes, rules, regulations, and DOH policies.

Performs other duties as required and when directed.

Minimum Qualifications:

  • Required - Bachelor’s degree in environmental sciences, natural sciences, biological sciences, physical sciences, engineering sciences, engineering, or computer science from an accredited university or college and four years of verifiable related experience, of which at least one year is as a supervisor, coordinator, project manager, program manager, team lead, team trainer, or a Preferred- Valid driver’s license
