This position will assist in the review and development of environmental permit documentation to ensure all permit requirements associated with transportation projects are fulfilled.

Your Specific Responsibilities:

 

Supervise the work of employees which includes communicating, motivating, training, evaluating, planning, and directing work of employees.

 

Oversees project reviews, surveys, and preparing environmental impact review memos for minor improvement projects, Non-major State Actions (NMSA) and Programmatic Categorical Exclusion (PCE/TYPE 1). Reviews projects for environmental permit involvement and permit compliance. Prepares permit application packages and reviews permit application packages prepared by consultants. Maintains wetland mitigation inventories and participates with the multi-agency mitigation team to develop wetland mitigation plans for transportation projects.

 

Oversees the maintenance of project files and inputting project information into Florida Department of Transportation (FDOT) project databases. Independently reviews construction plans for roadway projects of all levels of complexity and provides comments through the Florida Department of Transportation (FDOT) electronic review system during the production phases of projects for compliance with statutes, rules, policies and procedures as outlined in the PD&E Manual. Coordinates comments and recommendations as appropriate.

 

Conducts environmental impact reviews of transportation improvement projects. Independently performs environmental work including conducting and documenting field reviews and analyzing information from Geographical Information Systems (GIS) based systems. Prepares National Environmental Policy Act (NEPA) and other Project Development and Environment (PD&E) environmental documentation for all classes of action and projects of various levels of complexity. Conducts these activities in support of the scheduled Production Complete date. Coordinates district level NEPA assignment activities including but not limited to self-assessments, audits, data entry and responding to inquiries from Central Office.

 

Participates in consultant management activities including scope development and staff hour negotiations. Participates as a Technical Review Committee member for consultant selection and participates as technical support for Request for Proposal development. Manages consultant contracts or staff for Districtwide Program area support or project environmental impact review. Reviews and directs consultant work activities for assigned projects or tasks including task work order development, reviewing, and approving progress reports for those efforts. Assists in administration and tracking of district contract funds and consultant acquisition activities.

 

Provides environmental expertise during district Statewide Acceleration Transformation (SWAT) meetings, project progress meetings, meetings with management and other FDOT offices or outside agencies. Acts as liaison to environmental agencies during coordination and provides public involvement support on the projects. Coordinates with engineers, project managers, other environmental specialists, and consultants. Provides technical support to lower-level environmental specialist positions. Provides training, as requested, for focus area or other areas of knowledge to internal or external customers.

 

Identifies, tracks and reviews project commitments from PD&E through Final Design and Construction phases. Prepares draft Environmental Certification and coordinates with Environmental Administrator to obtain signature in support of the scheduled Final Design Production Date.

 

Maintains project file information and inputs project information into FDOT databases. Provides reviews of draft and routed correspondence. Tracks and reports on usage of district programmed environmental funds. Provides input to Work Program development process as needed. Responds to inquiries from other agencies and the public including Public Records Requests or other correspondence coming through FDOT Tracker as assigned.

 

 

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

 

Knowledge:

  • Knowledge of the DOT, transportation, or related project development, NEPA and linking planning and environmental review processes.
  • Knowledge of contract management practices.
  • Knowledge of project management practices.
  • Knowledge of environmental permitting, permit compliance, and wetland mitigation requirements for transportation projects.

 

Skills:

  • Skilled at managing multiple tasks with multiple deadlines.
  • Skilled in critical thinking, analysis and problem-solving.

 

Abilities:

  • Ability to read and interpret Construction plans.
  • Ability to use computer programs including database and GIS systems.
  • Ability to deal with the public in a courteous manner.
  • Ability to plan, organize and complete assignments.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to work independently with minimal supervision.
  • Ability to prepare for and conduct training.
  • Ability to manage consultant tasks and review progress reports.

Minimum Qualifications:

  • Six years of professional or nonprofessional experience (including internships or co-ops) in the field of transportation; natural, physical, social or environmental sciences; archeology or cultural resources; environmental, or civil engineering to which the position is assigned. A bachelor’s degree from an accredited college or university in a field listed above can substitute four years of experience. A master's degree from an accredited college or university in environmental sciences or engineering or transportation can substitute for six years of the required experience.
