Specific Responsibilities:
This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets. This is work planning, organizing and coordinating a tobacco prevention program. Responsible for engaging youth in developing and implementing tobacco control interventions, developing partnerships, conducting educational programs, and promoting governmental and voluntary policies. Responsible for overall management and staff that work and develop the Green Dot Strategy in both Holmes and Washington County schools. This position works under the general supervision of the Computer & Info Systems Manager I and will ensure that all grant requirements are fulfilled. Supervision of Holmes and Washington Tobacco Program. Responsible for the overall planning and developing of the tobacco prevention program for Holmes and Washington counties. Will provide services according to the established workplan and will develop continuing workplans with the partnership. Responsible for the regular meetings and formation of the tobacco partnership. Will increase partnership membership by at least one each year. Will conduct educational programs for youth, parents, enforcement officials, community and business leaders, health care providers, school providers and others. Will establish a media and marketing campaign targeting chronic disease, second hand smoke, and hazards to pregnant women. Will participate in at least 10 educational, control or evnvironmental interventions. Responsible for both external and internal evaluations of the tobacco program. Purchases are made in accordance with rules and regulations. Reporting of all program activities, budget development, and monitoring to ensure that activities and budget management of the programs are followed by grant guidelines.
Responsible for the administration of the Florida Youth Tobacco Survey and the Youth Risk Behavior Survey. Will establish school and community programs to decrease tobacco use and acceptance among youth, parents and significant adults as outlined in the grant application.
Responsible for overall management and direction of the Sexual Violence Grant-Green Dot Strategy program. Assures all program educators receive certification and participate in updates as mandated. Oversees program reporting and purchasing for the Green Dot Strategy Program.
Researches, plans, and prepares grants in the area of health promotion and prevention with emphasis on tobacco prevention, as assigned. Coordinates grant plans with the business manager, nursing director and administrator.
A media and marketing campaign will be established to address the impact of tobacco use on specific chronic diseases, hazards to pregnant women and the result of secondhand smoke to others. Will provide information on cessation opportunities for youth and adults according to the workplan.
Supervision of Holmes and Washington Minority Health Liaisons (MHL). Responsible for ensuring the completion of required activities as directed by the program office, including but not limited, to the formation of minority health and health equity tasks force, participation in community events to promote minority health month, and activities to increase access to COVID-19 vaccinations among disparate populations. Responsible for oversight of OCAs REDCH and HDG21.
Reviews HMS data reports on employees under supervision and ensure that HMS data is current and entered timely. Responsible for ensuring Employee Activity Records (EARs) are input into HMS at Holmes/Washington by Friday of each week for the employee and staff supervised. This position has the responsibility of purchasing and all charges associated with a purchasing card.
