The Work You Will Do:

Planning Specialist II

 

This position will coordinate the addition or deletion of roadways to the State Highway System, updates to roadway classifications, and completes ArcGIS mapping projects.

Your Specific Responsibilities:

Assembles appropriate data and information necessary for the addition or deletion of roadways to the State Highway System and coordinates with Central Office Planning to assure necessary action is finalized. This may involve setting up an advertisement for opportunity for a Road Numbering Change Public Hearing on an existing State Road number change and to maintain consistency with the Florida Road Numbering System (Chapter 14-33.002, Florida Administrative Code (F.A.C.). Maintains the District Roadway Transfer status tracking system and ensures that all documentation and conversations are referenced. This includes District Three’s Roadway Transfers SharePoint page, District Three’s Roadway Transfer Status OneNote page, and the District Three Roadway Transfer Geographical Information System (GIS) application and spreadsheet.

 

Assists with maintenance and identification of District urban boundaries, functional classification, and access management in accordance with State and Federal Highway Administration (FHWA) guidelines and procedures. Assists with coordination of updates to the Roadway Characteristics Inventory Database (RCI) with the District Transportation Data and Analytics Office (TDA) following any needed updates to roadway classifications. Assists with the coordination of local workshops and public hearings for classification changes.

 

Completes individual Aeronautical Reconnaissance Coverage Geographical Information System (ArcGIS) mapping projects as requested and provides technical support for GIS projects. Maintains the District’s GIS data and provides data support to FDOT departments and entities. Creates and edits geographic data utilizing ESRI mapping software. Create visually effective mapping products and supporting graphics by applying cartographic best practices to ensure clarity, readability, and professional presentation for internal and external use.

 

Assists during emergency events in the District Incident Command Center. Aids in ensuring that all documents and applications are updated and in working order. Assists with data management for Detailed Damage Inspection Reports (DDIR).


Assists with the review all District design typicals to ensure compliance with Context Classification, Functional Classification, Access Management Classification, Strategic Intermodal System, and National Highway System and coordination of any updates with responsible parties. 

 

 

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

 

Knowledge of:

  • Urban Boundaries and Federal Roadway Classification System.
  • The Transportation System Designations and Road Jurisdiction Transfer Handbook
  • The Roadway Characteristics Inventory (RCI) database
  • The Aeronautical Reconnaissance Coverage Geographic Information System (ArcGIS) software and mapping applications.

 

Skill In:

  • The use of personal computers with special emphasis on email, word processing software, spreadsheets, and SharePoint.

 

Ability To:

  • Handle stressful situations during weather incidents and other emergencies.
  • Communicate verbally and in writing.
  • Establish and maintain effective working relationships with others.

 

 

Minimum Qualifications:

  • Four years professional or nonprofessional experience (including internships or co-ops) in the field of transportation, planning, public administration, engineering or logistics to which the position is assigned.
  • Post-secondary education can substitute on a year-for-year basis for the required experience.
