The Work You Will Do:
PLANNING SPECIALIST IV
This position is responsible for oversight of the District Three Incident Command Center for all events and emergency situations, manages roadway transfers and numbering changes, and administers Access Management Classification for all roadways on the state highway system.

Your Specific Responsibilities:
Supervises employees spending the majority of the time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work. Has the authority to effectively recommend the hiring, transferring, suspension, layoff, recalls, promotions, discharges, assignments, rewards, or disciplinary actions for subordinate employees. Plans and directs workloads, deadlines, work objectives and time utilization with subordinate staff. Provides direction and ensures that all subordinates receive training and instruction in methods and techniques necessary to safely perform their assigned tasks.
Oversees Geospatial Information System (GIS) applications that support the Florida Department of Transportation’s operational and strategic needs. This includes the design, development, and implementation of user-friendly applications that integrate spatial data, maps, and analytical tools. The role requires ongoing monitoring and maintenance to ensure application reliability, security, and compliance with FDOT’s Data Governance Standards. Responsible for collaboration with internal stakeholders to gather requirements, deliver tailored solutions, and provide technical support and training. Research emerging technologies and identify opportunities to streamline workflows. Oversee Aeronautical Reconnaissance Coverage Geographical Information System (ArcGIS) mapping projects, ensuring that all deliverables meet departmental standards for accuracy, timeliness, and usability. Responsible for GIS educational and training opportunities for the district.
Assists with all aspects, duties, and tasks of the incident command center for any event within District Three, which includes but is not limited to, establishing, and setting up the incident command center in a central location, ensuring all equipment needed is set up and in proper working order for all requests made from Management. Making sure all Damage Assessment Team (DAT) packages are up to date and ready for distribution. Ensuring that all DAT teams have been coordinated and established annually. Responsible for establishing and updating route maps for DAT teams annually. Assists with management of field data collected for Detailed Damage Inspection Reports (DDIR) and produce reports for Management and Central Office. Assures all emergency-related maps are completed and furnished to appropriate staff as requested. Maintains software, GIS applications, and equipment related to emergency events.
Oversees all road transfers and numbering changes in the District. Acts as the District contact for Transfer Agreements or jurisdiction adjustments. This will include coordination between District offices and Central Office, following the American Association of State Highway Transportation Officials (AASHTO) policies and adhere to the Road Jurisdiction and Numbering Procedure and Handbook. This may involve setting up an advertisement for opportunity for a Road Numbering Change Public Hearing on an existing State Road number change and this shall be consistent with the Florida Road Numbering System (Chapter 14-33.002, Florida Administrative Code (F.A.C.).
Ensures all roadways are functionally classified in accordance with State guidelines and procedures. Works with County and City officials on roadways on their system that have been, or are in need of, being classified. Assembles appropriate data and information necessary for the addition or deletion of roadways to the State Highway System and coordinates with Central Office Planning to assure necessary action is finalized. Changes to the system must be coordinated with the appropriate City and County Governments, as well as other sections of the District.
Oversees Access Management Classifications of all roadways on the State Highway System in District Three. This includes all data collection, interdepartmental coordination, classification assignment, and coordination of the process with local government and Metropolitan Planning Organizations (MPO). Also oversees local workshops and public hearings. This may involve driving to various locations in the District.
Serves as Project Manager on certain consultant and planning grants projects, processing invoices, encumbering funds, developing Joint Participation Agreements (JPA), etc.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:
Knowledge of:
- Knowledge of the State Highway System
- Knowledge of the Urban Boundaries and the Federal Classification systems.
- Knowledge of the Transportation System Jurisdications and Numbering Handbook.
Skills in:
- Skilled in the development of Geographic Information Systems
- Skilled in Coordinating, assembling, and maintaining software, GIS applications, and equipment during weather incidents or other emergencies.
- Skilled in the use of computer applications and software
Ability to:
- Ability to interpret and apply transportation statistics regulations and procedures
- Ability to establish and maintain an effective working relationship with others.
- Ability to communicate verbally and in writing.
- Ability to supervise effectively, determine work priorities, and assign work tasks.
