The Work You Will Do:

Survey & Mapping Supervisor II

 

This position supervises survey crews, managing all aspects of surveying operations including planning, scheduling, quality control, and certification of survey data and maps. It requires strong leadership, technical surveying expertise, and coordination with FDOT standards to ensure accurate and compliant deliverables.

Your Specific Responsibilities:

Supervises employees spending the majority of the time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work. Has the authority to effectively recommend the hiring, transferring, suspension, layoff, recalls, promotions, discharges, assignments, rewards, or disciplinary actions for subordinate employees. Plans and directs workloads, deadlines, work objectives and time utilization with subordinate staff. Provides direction and ensures that all subordinates receive training and instruction in methods and techniques necessary to safely perform their assigned tasks.

 

Oversees subordinates in the Chipley and Milton Design Survey Crews in the planning, scheduling, and administering of all in-house survey work in the District, including all field and office operations. Oversees field crew personnel in performing diverse surveying assignment including but not limited to Horizontal and Vertical Control surveys, Right of Way surveys, Roadway Design surveys, Environmental surveys, Bridge surveys, Drainage surveys, Topographical surveys, Utility surveys, Boundary surveys, and Hydrographic surveys. Plans and directs employees work as well as all associated employee evaluations and required training.

 

Ensures the coordination of in-house survey crew personnel performing field related tasks associated with staking required right of way prior to acquisition as well as placing permanent monuments after construction is complete for final right of way monumentation surveys. Ensures the coordination of final field reviews and reviews of the right of way monumentation survey data database and maps prepared by in-house survey crews to ensure they meet or exceed Florida Department of Transportation (FDOT) standards. Certifies all in-house surveys and final monumentation maps associated with this effort.

 

Oversees staff in reviewing and editing in-house survey data to ensure adherence to all applicable standards and procedures. Coordinates all in-house survey effort with Design, Surveying and Mapping personnel to ensure that specific product needs are achieved for each project.

 

Oversees staff in performing and certification of Global Positioning System (GPS) surveys for the District. This includes coordination with other state and federal control surveys and certification to Florida Surveying standards.

 

Operates personal computers in performing necessary surveying calculations for the field crew

supervisors when necessary. This includes using survey processing software, coordinate geometry (COGO) software and computer aided drafting and design (CADD) software.

 

Assists district survey consultant management personnel in performing field inspections of contracted survey projects to ensure conformity to all applicable standards and procedures.

 

Assures work is performed in compliance with Florida Statutes, Florida Administrative Code, and all applicable Department policies and procedures. Manages a Quality Assurance/Quality Control program ensuring compliance with Department manuals, handbooks, bulletins, guidelines, directives, and other program wide best practices.

 

Coordinates the preparation of expert witness testimony information and represents the District in survey matters. Certifies official maps as required. Ensures that all field crew surveying equipment and crew vehicles are maintained; to include routine calibration and adjustment of survey tribraches, tripods, levels and total stations.

 

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

 

Knowledge of:

  • Land surveying terminology, equipment, principles, and practices.
  • Florida Statutes and Florida Administrative Codes that govern Surveying and Mapping.
  • Electronic Field Book (E.F.B) desktop, GPS processing software, GeoPAK, MicroStation, and Civil 3D Computer Aided Drafting and Design (CADD) software.
  • Florida Department of Transportation (FDOT) Surveying Handbook, Right of Way Mapping Handbook and FDOT. Surveying and Mapping policies.

 

Skills in:

  • Applying Surveying and Mapping laws, rules, and standards.
  • Operation of personal computers and surveying and mapping software.
  • Establishing and maintaining effective working relationships.
  • Negotiating project scopes and staff hour estimates.
  • Coaching, mentoring, and motivating employees.

 

Ability to:

  • Supervise people.
  • Communicate effectively, verbally, and in writing.
  • Plan, organize, coordinate, and perform multiple projects.
  • Monitor and assess the performance of employees and consultants.
  • Read legal descriptions, maps, plats, and plans.

 

Licensure/Registration/Certification Requirements:

  • This position requires registration as a Professional Surveyor & Mapper in accordance with Florida Statute 472.
