Supervises employees in the Transportation System Management and Operations (TSM&O) section, spending the majority of the time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work.

Your Specific Responsibilities:
Supervises employees in the Transportation System Management and Operations (TSM&O) section, spending the majority of the time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work. Has the authority to effectively recommend the hiring, transferring, suspension, lay off, recalls, promotions, discharges, assignments, rewards, or disciplinary actions for subordinate employees. Plans and directs workloads, deadlines, work objectives and time utilization with subordinate staff. Provides direction and ensures that all subordinates receive training and instruction in methods and techniques necessary to safely perform their assigned tasks.
Special project engineer for Central Office working on Traffic Engineering and Operations (TEO) initiatives and participating in committees and conferences with a focus on TSM&O.
Act as a technical advisor on the use of traffic engineering and Intelligent Transportation System (ITS) standards, policies and best practices to other departments, local governments, and agencies. Advocate for the appropriate traffic engineering countermeasures during the planning, design and construction phase of highway projects as appropriate. Oversee lead team / group activity, documenting results and related presentations as necessary. Sign and Seal technical reports, specifications, documents, etc. as required. Participate in meetings, on committees, task teams and other groups with internal and external customers to represent TSM&O interests. Maintain professional contact with elected officials, private companies, public, government agencies, and officials doing business with the State. Promote good public relations with the persons contacted while maintaining the policies of the department. Provide accurate and timely responses to the public, contractors, and other Department personnel. Promote the resolution of outstanding technical and contractual issues. Advise the District Traffic Operations Engineer of such issues.
Develop and manage consultant contracts and other types of agreements that support TSM&O functions and/or relate to performance targets. Includes developing documentation for contract funding, request for proposal (RFP) and related documents, participation on technical review committees (TRC), evaluation of contract work products, consultant evaluation and invoice processing approval. Develop and implement TSM&O business and related plans to guide resource allocation and achieve unit performance targets. Includes collaborating with others in plan development, reporting plan results, linking performance targets to Specific, Measurable, Achievable, Relevant, Time-bound, (SMART) objectives in staff expectations, identifying and making resource recommendations. Ensure funding and resources are utilized in the most cost effective and beneficial manner. Ensure the most current program elements, performance measures and functions are being implemented.

Licensure/Registration/Certification Requirements:
- Registered Professional Engineer in accordance with Chapter 471, Florida Statutes
