The primary function of this position is to supervise the performance of survey and administrative staff, as assigned. 

The incumbent in this position may be required to successfully complete the Surveyor Minimum Qualification Test within the first 12 months of employment (or as assigned) as required by Section 1819(g)(s)(ii) of the Social Security Act, as amended, and Article IV(B) of the Agreement pursuant to Section 1864 of the Social Security Act.

If the incumbent is a health professional licensed under Chapter 491, F.S. and they participate in nursing home surveys, they shall earn not less than 50 percent of the required continuing education credits in geriatric care.

 

This position has been identified as mission essential.

The incumbent in this position may be required to work during the weekend or on holidays.

In addition, mission essential personnel will be required to work during disasters, to include but not limited to, work before, during and/or beyond normal work hours or days in the event of an emergency.

Emergency work may involve the incumbent to work in another county or staffing location to assist other State Agencies with emergency work.

Emergency duties may include, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.

 

As a supervisor within the Field Office, the incumbent motivates, trains, and evaluates employees. 

This may include surveyor staff, as well as administrative support personnel.

The incumbent plans and directs employees’ work, and may assist with the following personnel tasks: hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline employees under their supervision.

 

The incumbent holds employees accountable for assigned work to be completed by expected deadlines. 

This work is reviewed, to ensure consistent quality standards, utilizing both state and federal quality measures and protocols, as applicable.

Manages and provides oral and written feedback/counseling as needed regarding performance expectations. 

Initiates formal performance counseling and/or progressive disciplinary personnel actions as warranted. 

Reviews and approves employees' timesheets and travel-related documentation.

 

Ensures accuracy of survey process within assigned programs. 

This may include participating on survey teams as a team coordinator, coach, trainee or survey team member. 

Conducts reviews of survey kits within designated timeframes; these reviews include compliance with timeliness, survey process, principles of documentation and application of regulations. 

Processes completed survey kits within designated state and CMS timeframes. 

Provides oral and written feedback to employees who do not submit survey kits according to procedures. 

 

The incumbent is also responsible for review of quality reports and taking necessary action to ensure quality and timeframe requirements imposed by both state and federal standards are met. 

 

Provider enforcement actions related to specific programmatic responsibilities are completed in accordance within established timeframes and processing standards, as applicable.

 

The incumbent may also have responsibility for scheduling of surveys within mandated timeframes or quality assurance review of scheduling.

 

Assists the Field Office Manager in the development and preparation of technical standards and reports, procedural instructions, educational and technical material and related professional information. 

Trains staff in methods for performing surveys and complaint investigations.

 

Assists with analysis, planning, implementation and evaluation of orientation and ongoing educational programs for all personnel assigned to the field office.

 

Responds to consumers, providers, and the general public on inquiries received. 

Performs other administrative functions, including the review of different data reports to ensure data entry compliance and accuracy. 

 

Represents the Agency with facility providers, other state agencies, and professional associations. 

Attend meetings with these groups as assigned.

 

The incumbent must be proficient with computer equipment and software programs, such as Microsoft Word, Excel and Outlook, as well as smart phone technology.

 

The incumbent must also be available to work before and after the normal work hours including weekends and holidays.

 

This position may require extensive travel, including significant overnight travel.

 

Successful completion of a criminal background investigation is a condition of employment.

 

A good attendance record is essential for any individual in this position as the work involved occurs daily and is time-critical. 

The individual in this position is expected to report to work daily and on time. 

Leave must be requested in advance except in emergency circumstances not under the control of the employee.

KNOWLEDGE, SKILLS, AND ABILITIES

Must be knowledgeable of the principles of administrative management and leadership.

Knowledge of state licensure and federal certification survey requirements.

Ability to travel as necessary with or without accommodation.

Ability to lift up to 25 pounds on a regular basis (laptop computers, manuals, ladders, etc.) with or without accommodations.

Skills are needed in the techniques of oral communication, especially attentive listening; interview procedures; team dynamics; and methods of performance evaluations/reviews.

Ability to plan and organize is required to ensure timely completion of supervisor responsibilities.

Ability to utilize microcomputer equipment and software to enter, retrieve and manipulate data required to perform supervision of division licensure and certification functions.

 

MINIMUM QUALIFICATIONS REQUIREMENTS

• Three years of professional experience in health, social, or rehabilitative services, health care or social services administration.

• A master's degree in a related fields as described above is preferred.
