The Work You Will Do:
The Disabled Veterans’ Outreach Program (DVOP) Specialist will provide outreach and facilitate placements to meet the employment needs of eligible veterans and eligible spouses entitled to benefits, in accordance with priorities as determined by the Federal Department of Labor. The DVOP Government Operations Consultant II is a member of the DEO team with CareerSource Broward.
THIS IS A VETERAN FUNDED POSITION. Appointment to this position must be made in the order of preference provided by Public Law 100-323, as follows: First to qualified service-connected disabled veterans; then, if no such disabled veteran is available, to qualified eligible veterans; and if no such eligible veteran is available, to qualified persons (as defined in 38 U.S.C.) Applicants claiming veterans preference must provide a copy of their DD-214 Member 4 copy and when claiming disabled veteran preference must provide a copy of their DD-214 Member 4 copy AND a statement of disability from the Veteran's Administration. Applicants applying must ensure that required military documents, DD-214 Member 4 copy and CURRENT U.S. Department of Veterans Affairs (VA) statement of disability letter, are submitted prior to closure of the job announcement. Performs duties outlined in Title 38 of the United States Code (U.S.C.), 4104(b)(1)(2), as amended by the Public Law 100-323. The incumbent will assure the local office compliance with Federal Regulations, standards of performance, and contractual provisions of the grant agreement mandating special services for Veterans

Pay:

Your Specific Responsibilities:
- Comprehensive and specialized assessments of skill levels and service needs.
- Development of an individual employment plan to identify the employment goals, appropriate achievement objectives, and appropriate combination for services for the participant to achieve the employment goals.
- Group career counseling.
- Individual counseling and career planning.
- Short-term pre-vocational services that may include the development of learning skills, communication skills, interviewing skills, punctuality, personal maintenance skills, and professional conduct to prepare individuals for unsubsidized employment or training.
- Coordinates with Department of Veteran Affairs Vocational Rehabilitation and Employment (VRE) counselors to provide case management assistance to VRE (Chapter 31) special disabled Veterans and other Veterans with SBEs.
- Provides outreach to local organizations, such as but not limited to local colleges, technical training centers, apprenticeship programs, and community-based (non-profit - including faith-based) to educate the organizations serving Veterans on how to identify veterans with SBEs’ and to refer veterans to the Disabled Veterans Outreach Program Specialist located at the Career Center for services.
Required Knowledge, Skills, and Abilities:
- Ability to promote and market Career Center.
- Knowledge of the principles and techniques of effective communication and the ability to communicate clearly and effectively in individual and group settings, both verbally and in writing.
- Knowledge of the basic principles of counseling and case management,
- Working knowledge/experience using Microsoft applications, including Word, Excel, and PowerPoint.
- Skilled in group presentations, workshop instruction, and/or facilitation.
- Ability to work effectively as part of a team.
- Ability to utilize problem-solving techniques.
- Ability to deal with the public in a tactful, courteous, and effective manner.
- Ability to conduct effective interviews.
- Ability to listen effectively.
- Ability to establish and maintain effective working relationships with others.
- Ability to work independently by planning, organizing, and coordinating work assignments.
Qualifications:
As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.

- Appointment to this position must be made in the order of preference provided by Public Law 100-323, as follows: First to qualified service-connected disabled veterans; then, if no such disabled veteran is available, to qualified eligible veterans; and if no such eligible veteran is available, to qualified persons (as defined in 38 U.S.C.) - IAW the Veterans Benefits Act of 2010, 38 U.S.C § 4102(A) (c)(8)(A) requires all newly hired DVOP specialists are required to satisfactorily complete Jobs for Veterans State Grant (JVSG) training delivered by the National Veterans Training Institute (NVTI) within 18 months after the date of employment.
- Degree in public administration, business administration, or related field, plus three (1-3) years’ experience in office administration, the management, or other related business services, work may substitute year for year education.
- The incumbent must possess or obtain certification as a Workforce Professional Tier 1 within 60 days of employment in the position.
- The selected candidate may be required to work weekends or after regular work hours at job fairs, or community meetings once or twice per month.
- Required to travel locally and must furnish own transportation
Preferred -
- A Bachelor’s degree from an accredited college or university in Business, Human Services, Education, or a related field.
- Professional or nonprofessional experience in areas related to employment security: interviewing, counseling, job placement, aptitude testing and assessments, job development, or job analysis may substitute on a year-for-year basis for the preferred college education.
- Possess the ability to utilize state workforce development databases and possess the ability to utilize the Internet to conduct research and obtain data.
- Registered in EmployFlorida.
