Annual Salary Range: $48,000 - $56,984.46

Your Specific Responsibilities:

This is a highly responsible position requiring minimal supervision and reports directly to the Wakulla County Health Department (WCHD) Administrator. The incumbent serves as the delegate of the WCHD Administrator and works closely with the WCHD Administrator and senior leadership team to develop and implement policies and procedures to meet the mission and vision of DOH Wakulla. Serves as a WCHD representative to local, state, and federal agencies as well as community groups. Plays a critical role in mobilizing community partnerships and developing plans and programs that support State and Local Public Health Priorities. The incumbent must exercise considerable independent judgement and is responsible for the integrity and confidentiality of data sets under his/her control. The incumbent is part of a global public health organization and is expected to support the Florida Department of Health in Wakulla County in the mission to protect, promote and improve the health of all people in Florida through integrated state, county and community efforts and its vision to be the Healthiest State in the Nation. Furthermore, the incumbent is expected to incorporate the agency values of Innovation, Collaboration, Accountability, Responsiveness and Excellence in all aspects of their work. This position spends more than 50% of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

 

The incumbent assists with Internal Controls, including office operations and conflict resolution, Public Health Accreditation including the development of Community Health Assessment and Improvement Plans, Strategic Planning, and a continuous culture of Quality Improvement, Grant Writing, Public Health Education Programs, Preparedness Response, Public Relations, Business Functions, and Personnel Liaison back up support.  Provides co- leadership in the development of a comprehensive intervention community health plan to address priority health issues in the county, including community goals and long and short-term problems. Develops strategies to increase community awareness of health issues and existing community resources to address problems. Facilitates and improves the ability of the community to form partnerships and to compete for grants and funding from other resources. Assists with identification, development and implementation of departmental improvement projects serving as lead or serving within project team, as needed; participates in special projects, as needed.

 

Serves on the Performance Management Council (PMC) to help develop the DOH Wakulla Quality Improvement (QI) Plan and provide direction for the Strategic Plan and QI Plan goals and objectives in an effort to develop an agency-wide culture of quality and to remain in alignment with accreditation requirements; analyzes data to evaluate departmental performance and quality improvement needs on an ongoing basis; reviews and utilizes customer satisfaction survey results to identify opportunities for improvement; assists with identification, development and implementation of departmental improvement projects serving as lead or serving within project team, as needed; participates in special projects, as needed; serves as oversight to the DOH Wakulla Quality Improvement Team. Uses knowledge of quality improvement (QI) methods and processes to engage staff in improvement activities to develop a culture of quality within DOH Wakulla and align with accreditation requirements.

 

Management of Public Health Education Programs:

The incumbent of this position manages the community health staff and programs, including but not limited to, Sexual Risk Avoidance Education, and Minority Health and Health Equity programs. Establishes work schedules and assignments, for staff taking into considerations workload and the availability of resources. Develops procedures related to the operation of health promotion and public health education programs and makes recommendations as necessary. Completes special assignments such as grant writing, preparation of reports, implementation and evaluation of annual plans.

 

Public Relations: Serves as Co-Deputy Public information Officer for Wakulla. Assists with preparing information products for the media, including press releases, interviews, publications, internet, and SharePoint site updates. Develops and maintains relationships with media, other public information officers and other communications professionals. Facilitates preparation of spokespersons for media interviews as needed. Serves as back up delegate writer to DOH-Wakulla PIO.  Coordinates with the Office of Communications on all Community Health media inquiries.

 

Additional Duties:

Serves as backup to HR Personal Liaison, including review of position descriptions, job families, occupational profiles, and identifying job specific trainings for employees. Oversees the implementation of review of program procedural and policy updates to improve overall employee morale and operations. Serves on Incident Management Team during emergency planning, response, and recovery efforts. Actively participates in exercises and trainings to support community readiness.

Required Knowledge, Skills, and Abilities:

  • Knowledge of basic management principles and practices, and of the methods of data collection and analysis
  • Knowledge of budget development; budgetary needs for Community Health Programs.
  • Knowledge of people management, to formulate policies and procedures, to understand and apply applicable rules, regulations, policies, and procedures.
  • Ability to supervise people; to manage a program designed to ensure the deliverables are met.
  • Ability to assist with conflict management managerial and operational problems
  • Ability to determine work priorities, assign work and ensure proper completion of work assignments
  • Ability to communicate effectively and utilize critical thinking and problem-solving skills

  • Ability to organize data into logical format for presentation in reports, documents, and other materials.

  • Knowledge and skills in development and implementation of Quality improvement.

 

Qualifications:

Minimum - Valid Florida Driver's License, Knowledge and Experience with development and implementation of Community Health Assessments and Community Health Improvement Plans, Experience managing budgets

 

Preferred - Bachelor's or Master's Degree, Experience supervising employees, Experience using the State Personnel System, Experience with office management
