PENDING CLASSIFICATION
The Bureau of Environmental Public Health is recruiting for a supervisor for the Bureau’s public pool staff. The position’s base will be at the closest DOH Environmental Health office. Incumbent must travel often within the South and Central Florida regions to conduct inspections and train DOH pool staff regarding public swimming pool construction inspections.
Routine travel is required to inspect public swimming pools, and this is conducted by incumbent driving a state-owned vehicle, a rental vehicle paid for with a state credit card, or a personally owned vehicle, with full reimbursement of costs paid to the driver.
Your Specific Responsibilities:
This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.
This position is responsible for leading and performing permitting activities for public swimming pools in Florida counties assigned, providing consultative services to county health department personnel, professional engineers, building officials, owners, and other stakeholders on matters pertaining to DOH regulation of public swimming pools under Chapters 514 & 553, FS; investigating reported complaints and alleged statutory and rule violations pertaining to pools and to drinking water systems under Ch. 381, FS; performing related training activities, and lead worker duties. This individual will be responsible for all supervisory duties including, but not limited to, hiring and selection, developing performance plans, conducting performance appraisals, planning, and directing their work, approving leave, and taking disciplinary action as appropriate.
Reviews and provides written comments on public swimming pools initial operating permit engineering applications in delegated counties for statutory and code compliance and conducts initial operation permitting inspections of public swimming pools to assure statutory and code compliance. Issues initial operating permits to those swimming pools meeting the code requirements of the approved plans and denies permits for those swimming pools not meeting the code requirements. Determines and confers with supervisor and engineering staff regarding code interpretations and acceptable public health and safety alternatives. Aids in development of state rules, forms, guidelines, and policies for the 64E-9 program.
Provides training and assistance to building officials and DOH health department staff to conduct engineering plan reviews and inspections for public swimming pools for compliance with the requirements of statutes and rules. Activity includes oversight co reviews of original and revised plans for new swimming pools, and co-review of modification plans for existing swimming pools.
Performs virtual and in-person program evaluations of CHDs on 4-year cycles for the 64E-8 Drinking Water Systems and the 64E-9 Public Pool and Bathing Place programs. This duty includes running performance reports, reviewing facility records, working closely with the CHDs, and generating final evaluation scores, reports, recommendations, and reevaluations with technical advisory visits for training CHDs found to be in need.
Provides consultative assistance to and participates with DOH county health department personnel in field inspections of public swimming pools and limited use public water systems, as required.
Coordinates, creates, and performs training sessions for county health department staff and pool builder/operator organizations. Establishes schedule and provides training at multiple county locations.
Performs tasks as supervisor for statewide Bureau pool staff, and other related duties as assigned or required, such as monthly vehicle use log tracking and P-Card purchases for office, equipment, and mailing supplies as requested or necessary.
Investigates and assists DOH county staff with compliance and maintains records of complaints and alleged violations reported which pertain to public swimming pools and limited use public water systems.
Perform other duties as assigned.
Required Knowledge, Skills, and Abilities:
Knowledge of general office procedures, program procedures, public swimming pool rules and law, limited use public water system rules, engineering principles, and basic water chemistry.
Able to effectively communicate verbally and in writing.
Possess basic computer skills, including word processing, database, spreadsheet, and presentation software.
Qualifications:
Minimum - High School Diploma or Equivalent.
Preferred - 2 years’ experience with health or building code inspections and 1 years’ experience with public pool construction inspections and plan reviews. BS or BA WITH 30 SCIENCE HOURS.
