Your Specific Responsibilities:
The incumbent is part of a global public health organization and is expected to support the Florida Department of Health in Pasco County in its mission to protect, promote and improve the health of all people in Florida through integrated state, county and community efforts and its vision to be the Healthiest State in the Nation. Furthermore the incumbent is expected to incorporate the agency values of Innovation, Collaboration, Accountability, Responsiveness and Excellence in all aspects of their work.
This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.
This position manages the program budgets and assures Florida statutory and Florida Department of Health program compliance for county public health disease surveillance, investigation and reporting. This position will serve as the overseer of our Response Team Leads and will serve as subject matter expert to increase FDOH Pasco's ability to respond to active outbreaks and pandemics.
This is a highly responsible and independent Epidemiology and Health Informatics management position that deals with infection control. This position will direct, manage, and coordinate the Epidemiology and Sexually Transmitted Disease (STD) Programs which includes the supervision and development of all subordinate staff. The incumbent will work within a participative management organizational structure and will be responsible for epidemiological monitoring and investigation, evaluation of community health emergency management and response procedures, and syndromic surveillance throughout the medical and public health community. The incumbent will also be responsible for the collection and analysis of data used to assess the health status of Pasco County residents. The incumbent will identify data needed to guide and evaluate public health programs and resources; assist with defining community health assessment data and research; evaluate community agendas; and assist with strategic planning activities and the publication of annual reports. This position may serve as a mentor for distance learning programs, student internships, Florida Epidemiology Intelligence Service fellows, CDC Public Health Associates, and other requests as applicable. This position consults with and is a liaison to officials in agencies and political jurisdictions.
Provides a broad range of services in the Epidemiology Program as the County Epidemiologist. Reviews existing surveillance programs and devises new active and/or passive surveillance systems in collaboration with community members to enhance early detection of potential outbreaks, bioterrorist events, or diseases that occur naturally. Provides technical assistance for the required reporting of communicable diseases and conditions in Pasco County inclusive of the provision of assistance as requested for neighboring counties. Provides training and information to physicians, nurses, hospitals, laboratories, and health department staff on reporting, detecting, and controlling disease. Works with medical community to encourage prompt and complete reporting. Coordinates, investigates, analyzes and controls outbreaks of suspected diseases in the community. Assures the completion of investigations of individuals who are reported with communicable diseases, including disease specific counseling, education, and follow-up activities to affected patients, households, or institutions as appropriate to prevent further transmission and exposure. Collects and maintains data as well as provides analysis of data in order to track incidence, prevalence, risk factors and disease trends. Analyzes data for outbreak and communicable disease surveillance using advanced programs, such as SPSS, SAS, Epi Info, Access, and LexisNexis. Creates reports using internal, external, state, and private data. Maps data using geographic information system (GIS) for use in analyzing disease clusters. Monitors and follows up on state and local data from multiple reporting sources, including hospitals, clinical data from walk-in clinics and schools, laboratory results and zoonotic disease data. Serves as an active member of the Epidemiology Strike Team. Coordinates activities with regional and local agencies in emergency preparedness training and events. Provides assistance to the State Epidemiology Office as necessary. Responds to biological events within an incident command structure under an emergency support function and in state and local law enforcement/emergency services events. Confers with state and national syndromic systems as necessary. Reports significant findings to appropriate staff and agencies, including Pasco County Emergency Management and the Pasco County Sheriff's office involving homeland security issues as necessary.
Conducts and/or reviews complex epidemiological analyses, including evaluation of program effects on community health, identification of trends in health outcomes and risk factors of communities. Assists in the health assessment of the county using epidemiological and biostatistical reporting tools. Oversees local health surveys to collect data on health status, health behaviors, and access to care. Interprets complex epidemiologic quantitative and qualitative analyses and applies the results to disease control/prevention and health promotion policy development and community health assessment and health improvement. Analyzes and interprets data and activities associated with current epidemiologic findings, medical and health services, and public health practice, knowledge, and research. Summarizes and reports assessment information to stakeholders in compliance with reportable disease requirements. Reviews analyses, presentations, and reports. Interprets data to prioritize key health issues and consults with health planners and public health officials to guide policy making and development of effective disease intervention programs. Identifies external funding opportunities. Assists with grant proposal development including preparation of statistical documentation.
Presents at statewide and/or national conferences, will facilitate workgroups and lead/participate in local/regional coalitions. Attends and/or facilitates local/regional meetings and conferences representing the department. Appears at public meetings and lectures to groups as requested and assists with preparation of statements to communications media concerning disease and monitoring information of concern to the public. Provides media and the general public with educational materials and information on communicable disease prevention, outbreaks and other health related topics as needed. Serves as liaison to other state and federal agencies, community groups, and professional organizations. Oversees the development and improvement of communication channels to increase the ability of the Department of Health in Pasco County to detect disease and forward medical alerts, and educational materials (such as those related to bioterrorism issues or communicable disease outbreaks) to private physicians, walk-in clinics, veterinarians and hospitals through mechanisms such as blast faxing and mass mailing.
Pursues opportunities to promote professional growth and development including advanced credentialing and/or certifications. Develops reports, attends trainings and performs other duties as necessary. Plans annual budget and monitors monthly revenues and expenditures. Participates in on-call activities including utilization of radio/telephone contacting systems with the county health department and medical community. Required to participate in emergency activities, such as, but not limited to, sheltering, natural disasters and bioterrorism related events. Ensures adherence to State procedures and HIPPA guidelines and protects the rights and confidentiality of clients. Reviews and communicates Department of Health policies, protocols and procedures relating to information security and confidentiality.
Other duties as required including but not limited to, working beyond normal working hours or days off in the event of emergency, natural disaster, situation, or bioterrorist event. Serve as back-up building manager and as our Surveillance and Analysis on our Incident Management Team (IMT).

Required Knowledge, Skills, and Abilities:
- Competence in Epidemiology, Sexually Transmitted Diseases and Health Informatics Systems such as the State of Florida's internet-based MERLIN reporting and ESSENCE surveillance systems and data analysis systems, such as SPSS, SAS, and Access.
- Ability to utilize equipment such as: personal computer, copier, fax machine, 2-way paging system, shredder, mobile phone, and electronic tablets.
- Knowledge of analytical methods and techniques.
- Competent in the use of statistical analysis software.
