The Work You Will Do:
The Office of Resilience and Coastal Protection (ORCP) Coral Protection and Restoration (CPR) Program seeks to fill a full-time Government Analyst II position. This position is a core member of the CPR Team and will help guide national and state coral reef policy to ensure effective state-wide coral reef-related authorities, policies and procedures; provide leadership for disease and bleaching response, restoration of Florida’s Coral Reef, and regional water quality priorities; and effectively administer state funding for Florida’s Coral Reef priorities.

Your Specific Responsibilities:
In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department’s Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position.
This position is a core member of the Coral Protection and Restoration Program (CPR) within the Office of Resilience and Coastal Protection’s (ORCP) Southeast Region, providing technical, planning, procedural and budget recommendations to the CPR Manager, and provides program guidance and staff oversight in the absence of the CPR Manager. In consultation with the CPR Manager, performs the following:
- Oversees daily business and finance operations and provides administrative and technical support for management of the CPR Program, ensuring compliance with state laws, policies, and procedures. Serves as liaison with ORCP Central Office for budget, communication, and other administrative issues.
- Prepares, assists in presentation of, and/or administers program workplans, grant proposals/awards, budget allocations and Legislative Budget Requests, in consultation with the Southeast Region leadership team.
- Manages program budgets and expenditures using Excel to reconcile and maintain accounts. Reviews/reconciles account reports with program budgets. Prepares correction memos, as needed. Prepares, reviews and tracks credit card statements, invoices, timesheets, travel authorizations, contracts and grants including amendment and approval routing and other budget tracking needs. Generates procurement reports and spend plans, as needed or requested.
- Develops and manages assigned contracts (e.g., office lease, contracted staff, etc.). Manages the NSU office lease agreement. Updates the FACTS Workbook on an annual basis and ensures timely submission of invoices. Oversees all contract recordkeeping and routing for the Program. Makes purchases via state purchasing card (p-card) as authorized and applies correct funding codes through the P-card Works system; signs off on all CPR staff p-card charges and ensures accurate invoice codes have been entered. Oversees Travel Authorization Requests and post-travel payment processing for Program staff, as needed.
- Prepares and processes purchase order requisitions and obtains competitive bids from authorized vendors for goods and services, as needed. Enters electronic invoices and all necessary supporting documentation to ensure timely payment to vendors. Processes change orders or amendments, as needed. Reports on the status of assigned projects from start to completion.
- Oversees CPR’s Grant Program including the Florida’s Coral Reef Restoration and Recovery Initiative and ensures grants are in compliance with state laws, policies, and procedures. Prepares, maintains, and updates FACTS workbooks for all agreements and ensures Salesforce and other tracking platforms are updated accordingly. Performs the annual renewal of State Projects through the Catalog of State Financial Assistance (CSFA).
- Supervises the Program Assistant, Grant Coordinator, and Grant Assistant OPS positions. Provides staff training/assistance with contract and grant management, as needed.
- May assist with property inventory administration (surplus, transfers, new property, etc.) and safety processes and trainings for the CPR Program.
- Assists in the management of the CPR Program’s Vehicle and Vessel fleet and ensures that any maintenance or repairs are addressed appropriately.
- May aid in the event of an emergency at the DEP ORCP SE Region field offices, including pre-storm preparation, post-storm clean-up and replacement of stored goods to ready field office for operation after a storm; or other services assigned.
- Maintains detailed records of all office management and contract files.
- May snorkel as required to assist field activities.
- Performs additional duties and special projects, as assigned.

Minimum Qualifications:
- A bachelor’s degree from an accredited college or university in one of the marine environmental or biological sciences or business/finance management or a related field, and two years of verifiable related experience; or any combination of post-secondary education or verifiable related experience, as described above, for a total of six years.
- Regular local travel throughout Southeast Florida and occasional long-distance travel.
- A valid driver license
Preferred:
- Master of Science in environmental or natural sciences or business/finance management.
- Experience with State of Florida’s procurement procedures and policies, office management and accounting principles and techniques.
- At least 2 years of experience in a business environment, with at least 2 years of project management experience.
- Knowledge of environmental issues and laws especially as it relates to water and coral reef ecosystem issues in Florida.
