The Work You Will Do:

This position is responsible for the administration and management of the Coral Protection and Restoration (CPR) Program. Reporting to the Office of Resilience and Coastal Protection’s (ORCP) Southeast Region Administrator, this manager-level position will guide the planning, coordination, implementation and monitoring of the state’s efforts to conserve and restore Florida’s Coral Reef. The incumbent will lead daily operations of a multi-million dollar grant program that provides funding to partners to expand coral propagation efforts, develop curriculum for training the next generation of coral reef professional, monitor reef health, and guide the planning for reef-wide restoration for the state.

Your Specific Responsibilities:

In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department's Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures and/or general orders applicable to performing the duties of this position.

This manager-level position, reporting to the Office of Resilience and Coastal Protection’s (ORCP) Southeast Region Administrator, is responsible for the administration and management of the Coral Protection and Restoration (CPR) Program. The incumbent will effectively communicate, motivate, train, and evaluate on direct work performance of subordinates, and be responsible for their time and attendance. The position will also coordinate with other Southeast Region programs to ensure coordination of priorities and natural resource management along Florida’s Coral Reef.

 

This position aids in coordination of policy making decisions on coastal zone management policies regarding all aspects of coral reefs, and maintains a close relationship with agency leadership, Florida Governor’s office, Federal and State Legislators, universities, and local government branches, the National Oceanic and Atmospheric Administration’s Coral Reef Conservation Program and other federal/state agencies, as required. Represents the state and presents priorities and efforts to partner agencies and stakeholders.

The incumbent leads the state’s efforts in response to coral incidents, such as disease and bleaching, and coral reef-related water quality monitoring efforts, through the multi-faceted network of public and private partnerships, including the Florida Fish and Wildlife Conservation Commission, the Office of National Marine Sanctuaries, the National Oceanic and Atmospheric Administration, universities, local governments and non-government entities for the restoration and protection of Florida’s Coral Reef.

Creates and implements policies and strategies related to Legislative and Agency priority initiatives (water quality, resilience, coral reef protection and restoration, and habitat monitoring) and ensures reasonable and appropriate expenditures of Legislative funding, federal consistency review, and statewide coordination for disease response through the Resilience and Coral Protection and Restoration Grant opportunities.

 

Oversee the administration of the Florida Coral Reef Recovery and Restoration Initiative, includes reviewing proposals, managing awards and contract deliverables, and requesting continued funding in future fiscal years. Evaluate against state, local, and federal coral reef priorities for research, restoration, resilience, and water quality. Work with agency and partners to expand the Florida’s Coral Reef restoration economy.

The position is responsible for coordinating statewide coral conservation and protection strategies with the ORCP Director, Southeast Region Administrator and the Florida Coastal Management Program’s Administrator; with the Coral Reef Conservation Program Manager who leads the planning, development, direction and coordination of implementation of the Southeast Florida Coral Reef Initiative (SEFCRI), Florida’s Local Action Strategy (LAS); with the Environmental Manager of Florida Keys National Marine Sanctuary; and with Florida Keys Aquatic Preserve managers.

For the CPR, incumbent is responsible for completing or overseeing the following:

  • Development and management of budgets, applying for and managing grants, managing contracts, and maintaining a grant program in compliance with state and federal laws, policies, and procedures, as needed.
  • Promotion and coordination of research and technical support to state, federal and local governments and other stakeholders to provide a greater understanding of ecological relationships and the necessary knowledge for informed management decisions. Review research/project proposals and grant submissions in an unbiased manner.
  • Compilation of environmental data and use that data to assess resource management needs and the needs of local stakeholders, and prepares technical reports related to this assessment and analysis.
  • In coordination with the ORCP Southeast Region Administrator and state program managers, review coral reef resource management priorities and research needs to further conservation and restoration of Florida’s Coral Reef.
  • The incumbent works with numerous partners in both the private and public sector to further the state’s efforts in protecting coral reef and estuarine resources in southeast Florida. and helps develop and implement environmental education and outreach programs to enhance understanding of coral reef and associated natural resources.
  • Direct management of state staff and contractors, includes reviewing and tracking deliverables and performance goals.
  • This position leads and participates in scientific research, scuba diving, and monitoring activities.
  • Maintains and/or expands Florida’s Coral Reef media campaign.
  • Increasing technical and administrative capacity to further these efforts.

May aid in the event of an emergency at the DEP field offices, including pre-storm preparation, post-storm clean-up and replacement of stored goods to ready field office for operation after a storm; or other services assigned.

May volunteer to snorkel or scuba dive, as needed.

Incumbent completes other duties as assigned.

 

Required Knowledge, Skills, and Abilities:

  • Knowledge of management principles and practices, techniques of effective written and verbal communication.
  • Knowledge of coral reef ecosystems and environmental resource management, including terminology, principles, and methods.
  • Knowledge of Southeast Florida coastal and coral reef ecosystems, including coral species identification.
  • Ability to plan, coordinate, and manage multiple, multi-year, concurrent projects, and to determine work priorities, ensuring proper completion of work assignments.
  • Ability to be flexible, multitask, and meet tight deadlines.
  • Ability to manage a large budget; understand and apply applicable rules, regulations, policies, and procedures relating to state procurement and contracts.
  • Ability to work in a team setting and independently and complete tasks (with attention to detail) under minimal supervision.
  • Ability to communicate courteously and effectively with complex scientific concepts to a diverse range of people, both verbally and in writing.
  • Skill and ability to organize data and information into logical format for presentation in reports, documents, and other written materials. 
  • Skills with PC computers and Microsoft Office Suite including Word, Excel, and PowerPoint.
  • Skills in public speaking, meeting facilitation, conflict resolution, and partnership building.
  • Skill with scuba diving.
  • Ability to lift a minimum of 35 lbs.

 

Preferred Knowledge, Skills, and Abilities:

  • Knowledge of environmental issues and laws especially as it relates to water and coral reef ecosystem issues in Florida.
  • Knowledge of ArcGIS software.
  • Skill in small boat handling and trailering, or the ability to acquire these skills.
  • Nitrox certification and experience as a scientific scuba diver.

 

Minimum Qualifications:

  • A Master’s degree from an accredited college or university in one of the marine environmental or biological sciences; and two years of verifiable related experience, or any combination of post-secondary education or verifiable related experience as described above, for a total of eight years. At least 2 years of verifiable supervisor-level oversight and managerial/coordination experience (3 years preferred) and at least 2 years of experience in a business environment, with at least 2 years of project management experience (3 years preferred). 
  • Regular local travel throughout Southeast Florida and occasional long distance or overnight travel. Valid Driver License.
  • Advanced open water scuba diving certification, with at least 25 logged dives. Must have prior approval and meet the diving and/or snorkeling validation requirements in the DEP Underwater Operations Manual. This position is medically monitored.
  • This position is designated as a Position of Special Trust in accordance with DEP-422 (Positions of Special Trust or Responsibility).
