Your Specific Responsibilities:
The HEALTH EDUCATOR CONSULTANT is a professional position within the Area 12 HIV/AIDS Program and has the working title of Early Intervention Consultant (EIC). The EIC is resonsible for coordinating the HIV /AIDS counseling, testing, and linkage (CTL) program in the Area. This Includes providing the training and educational classes needed by the counselors and testers to be certified to administer the HIV/ AIDS test and ensuring that an adequate network of FDOH Registered Test sites are in the communities or organizations that are most impacted by HIV or serve clients that are at high risk of contracting HIV in the area. Responsibilities of this position include providing or coordinating training, education, and technical assistance to community-based organizations (CBO's), management of technical assistance and consultation regarding community planning, treatment, and care and prevention specifically as it relates to minority needs and activities. As this position serves a diverse population, it requires the ablilty to communicate effectively with multicultural and ethnic groups. This position coordinates and conducts HIV training for HIV/AIDS 101, 500, 501, 501 Updates, 4 Key Component Initiatives, and other related trainings for county health department (CHD) staff, community-based organization (CBO) and registered test site providers. This position also serves as the contract manager for Memorandum of Agreement(s) (MOA), for the CBO's and Community Partners, preparing, editing, executing and monitoring of the MOA. Monitors all HIV/AIDS counseling and testing sites to ensure that they are adhering to policies, procedures and requirements of the MOA between the agency and FDOH-Volusia to be a registered HIV Test site. Incumbent is expected to communicate (in writing, by phone or In person) in a courteous and professional manner at all times.
The incubent must possess extraordinary organizational skills and can multi-task as the position requires such competencies. The incubent must have experience in developing, conducting, and presenting training presentations. Incubent will confer and consult with internal and external partners, community-based organizations, faith-based organizations, public and private groups and committees to determine the HIV /AIDS early Intervention needs and plans to recommend implementing and / or extending programs and services. The incubent will support and educate both internally and externally regarding making HIV Testing a routine part of care and a priority in non-healthcare settings through working with community medical providers and community-based organizations.
