Your Specific Responsibilities:

 

This position spends more than 50% of the time engaged in supervisory responsibilities including communicating with, motivating, training, and evaluating employees and planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations; meet with staff regularly to discuss performance; complete performance reviews; maintain vacation and work schedules, ensuring proper coverage; and complete timesheets.

The incumbent has oversight of the HIV/AIDS, Ryan White and STD programs and is responsible to perform functions requiring independent judgment while maintaining positive working relationships with all agency divisions, community agencies and general public.  This position is responsible for providing leadership and direction to HIV/AIDS prevention, education, and patient care programs in Area 12, (comprising of Volusia and Flagler Counties). Serves as the Area 12 HIV/AIDS Program Coordinator (HAPC).  Acts as a community liaison for Area 12 to expand community footprint bridge the gap between the CHD’s, CBO’s, providers and other organizations and the HIV/AIDS program office.  Scope of responsibility includes community engagement and mobilization, public information and media relations related to the HIV program and strategic plans programmatic planning, carrying out quality assurance standards, monitoring, supervision of surveillance and program support staff, and program evaluation.

 

Program Development/Supervision and Management

Assists with monitoring and evaluating the performance of the HIV/AIDS, Ryan White and STD programs including clinical, case management, and prevention/education activities using quality assurance, prevention, counseling & testing and other programmatic and fiscal guidelines.  Develops, updates, and implements quality assurance guidelines for monitoring the quality of HIV/AIDS services provided in the two-county area.  Assures that the statewide and Area 12 goals and objectives are achieved and maintained.  Supervisory duties include, but are not limited to: hiring and selection, developing detailed performance standards and position descriptions, conducting performance evaluations, planning and directing employees’ work, approving leave and taking disciplinary action as appropriate. Plans and distributes workloads; monitors and evaluates work flow. Assists in identifying problems, seeks solutions, and implements change.  Maintains an effective work unit. Maintains effective inter- and intra-departmental communication. Communicates and clearly articulates DOH expectations regarding professional conduct, job performance, and time/attendance policies.  Develops and provides timely orientation for new employees. Coaches, trains, mentors and empowers staff to reach their full potential by working with them on a daily basis. Evaluates the work of all staff on a regular basis.  Develops short and long-term program plans, goals and training tools for staff.

 

Facilitates coordination and communication between surveillance staff and other internal programs and outside relevant entities. Maintains relationship and regular communication with Area 12 HIV/AIDS points of contact and their direct supervisor/administrators. Researches and secures additional funding to meet identified needs in Area 12 with prior approval from supervisor and finance director. Participates in the monitoring of HIV/AIDS programs funding and tracks spending patterns assuring compliance with federal and state grant procedures. 

 

Community Liaison/Mobilization

Plans, develops, and coordinates an Area 12 HIV/AIDS education program for professionals, the community, and for providers.  Educates the community on the goals, objective and available programs and services.  Ensures accurate and current HIV/AIDS information is available for providers, planning bodies, community and media. Coordinates with county health departments and community-based organizations to provide a network of educational opportunities available in Area 12.  Represents the Department at regional and statewide meetings related to HIV/AIDS and other related program issues.  Assists the county health departments and community partners to develop more responsive and comprehensive systems of HIV/AIDS care. Provides leadership to CBOs, local planning group and coordinates with the State HIV Community Planning Partnership. Monitors, coordinates, provides leadership, and participates in the activities of the Ryan White Part B Consortium Care Network.  Provides technical assistance and training to the and to HIV/AIDS Services Contract Providers involving all areas of HIV/AIDS assessment, planning, care and treatment. Participates in planning efforts to reduce new HIV infections; increase access to care and improving health outcomes for people living with HIV; reduce HIV-related health disparities. Collaborates with community partners and providers to achieve the goals set forth in local, state and federal plans across program areas.

 

Carry out and/or review, conduct analyses, including identification of trends in health determinants, health outcomes and ecologic and individual risk factors related to HIV/AIDS of specific communities.  Advises Health Officer, senior leadership team and community partners concerning HIV/AIDS issues and community health findings.  Attends program, agency, and community meetings as required and needed.

 

Assists with other areas of performance management and quality improvement for the agency as needed, including assuring compliance with agency strategic plan and goals/objectives. Assists with grant writing and proposal development and review. Takes an active role in community health improvement planning and developing community health profile reports. Assists with development and review of policies and procedures.

 

Performs other duties not considered routine to support the mission of the program, department and agency. Other related duties as required: Performs related duties as necessary including public health services during emergency preparedness duties.

Required Knowledge, Skills, and Abilities:

 

Ability to effectively direct HIV-AIDS, Ryan White and STD programs including budget-related activities

Qualifications:

 

Minimum -

Must have ability to effectively direct HIV-AIDS, Ryan White and STD programs including budget-related activities

Must have ability to supervise and direct employees

Must have ability to effectively collaborate with DOH Central Office, Lead Agencies, CHDs, and community partners

Must have ability to lead, mentor and develop staff

Must have supervisory experience in the HIV-AIDS, Ryan White and/or STD programs

Must have at least five years of experience working in HIV-AIDS, Ryan White and/or STD programs

Must have at least five years of professional experience working with Community-based Organizations (CBOs)

 

Preferred -

Minimum of two years of supervisory experience in Ryan White program
Minimum of five years of experience in Ryan White program
