This is an independent accounting position performing a wide variety of complex accounting and financial a wide variety of complex accounting and financial functions. This position is identified as a financial/sensitive position and will handle money and perform tasks involving financial trust and perform tasks involving sensitive and confidential information. Requires a background screening, including fingerprinting. Key custodian for assigned areas. Adheres to the Information and Security policies and procedures. This position is under the direct supervision of the Operations & MGMT Consultant MGR – SES.

  

Fiscal: Assists with fiscal functions as assigned by supervisor, which may include researching invoices, assigning costs by program.  Prepares daily deposit in the absence of staff.  Will serve as back up for Accounts Receivable and Accounts Payable. Travel Lead for the Department: Assigned STMS Travel Champion for the agency.  Completes travel trainings and reviews policies and procedures to ensure compliance, training Department Travel Champions and employees as needed on travel requests and reimbursements. Purchasing Card Level 2 Approver and Accountant, reconciling cardholder charges to supporting electronic documentation, and assisting with uploading documentation as needed. Maintains all FISCAL files in orderly and retrievable manner for auditing purposes adhering to DOH Retention Schedules. Prepare monthly/quarterly invoices to agencies for reimbursable expenses. Properly code invoices to programs to assure correct entries into State Automated Management Subsystem.  Assisting in the preparation of the annual Year End Financial Statements, core contract, SEFA and Low-Income Pool report(s). Preparing other financial reports as needed. Incumbent will serve as a Certified Contract Manager and maintains contract files entering into FACTS.

 

Purchasing: Provides backup as needed to successfully and timely procure goods and services. Consults with programs to successfully complete inter-office requisitions, MFMP requisitions and purchasing card purchases. Completes purchasing trainings and reviews of rules and regulations as applicable for purchasing compliance.  Communicates with all programs regarding changes to purchasing requirements. Monitors State Term Contract and Alternate Contract Source information to programs on a regular basis to keep abreast of current/expired purchasing contract and agreements.  Assigned Purchasing Card responsibilities and reconciles charges in WORKS system timely. Completes monthly purchasing card reconciliation and submit for review.  Audits Sunpass usage and recharges account as needed.

 

Assist Administrator, Business Manager, and staff with fiscal duties and processes. Assist in entering various transactions into FLAIR, FIRS and PALM. Assist budget owners and program managers with various duties as requested to support budget preparation and accountability, perform analysis of expenditures as requested to support program management and the operations of the agency.

 

Other related duties: Participate with team and in committees to support FDOH Walton’s functions, programs, and Strategic Plan. Models the ICARE values while performing work with internal and external customers.  Serve on CHD committees as requested. Required emergency duty to work during or beyond normal work hours or days in the event of a public health emergency or event. Completes Employee Activity Records daily.  Assist with other related duties as assigned.

 

Knowledge, skills and abilities, including utilization of equipment, required for the position: Working knowledge of general accounting and bookkeeping procedures; Computer skills necessary to perform accounting work including use of Excel and Word; Good mathematical skills required; Ability to organize workload and maintain adequate records. Knowledge of reconciliation procedures for research of accounting errors. Ability to enter and monitor accounting transactions.   Knowledge of how to interpret inventory data is necessary to assure appropriate depreciation schedules. Knowledge and ability to interpret and reconcile complex financial data financial spreadsheets and reports. Working knowledge of FLAIR, FIS, PALM, MFMP/AOD, FIRS, Microsoft Word, Excel, Customer Service, and Analyzing Data.
