This position spends more than 50% of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.
This position includes accounting work involving processing, examining, analyzing, or interpreting accounting records or investigative financial information for the purpose of giving advice or preparing statements or reports. Also includes installing, or advising on, systems of recording costs or other financial and budgetary data. The incumbent in this position must have the ability to analyze and interpret accounting data, the ability to understand and apply applicable rules, regulations, policies and procedures relating to the operation of FDOH Walton. The incumbent of this position is responsible for the integrity and confidentiality of data sets under their control. The incumbent of this position will come to work and exhibit an attitude of friendliness and eager customer service towards all clients and act respectfully and courteously to fellow employees and clients. This position will be supervised by the Senior Public Health Services MGR-SES.
BUDGET
Responsible for assisting and oversight of the budget functions of FDOH Walton to include the following duties: Analyzing operations, trends, costs, revenues, financial commitments, and obligations incurred, to project future revenues and expenses. Developing, maintaining, and analyzing budgets, and preparing periodic reports comparing budgeted costs to actual costs. Analyzing records of financial transactions to determine accuracy and completeness of entries. Predicting revenues and expenditures and submitting reports to supervisor. Assists with the completion and performs preparation of the annual Core Contract, Core Contract Amendments, and Cost Base Reimbursement Reports. Monitoring of the Contract Management System, including preparation of the quarterly Variance Report. Preparing other financial reports as needed. Incumbent will serve as a Certified Contract Manager. Monthly Spending Plan monitoring.
REVENUE
Preparing of trend reports. Analyzing statewide revenue reports to assist in determining appropriate action plans to increase revenues being collected by FDOH Walton. Responsible for assisting and oversight for ACH Cash Transmittal and daily deposit preparation for FDOH Walton.
OTHER
Responsible for assuring the completion of the monthly bank reconciliation. Assist in the daily cash box and change issuance process. Performs other related duties as assigned by the supervisor in an efficient and timely manner.
ACCOUNTS PAYABLE
Responsible for assisting and oversight of the A/P functions for FDOH Walton to include the following duties: Analyzing operations, implementation of MFMP, and financial obligations incurred. Analyzing records of financial transactions to determine accuracy and completeness of entries. Predicting expenditures and submitting reports to supervisor. Assisting in the preparation of the annual Year End Financial Statements. Preparing other financial reports as needed. Incumbent will serve as a Certified Contract Manager.
Performs other duties related as assigned by the Senior Public Health Services MGR-SES.
Knowledge, skills and abilities, including utilization of equipment, required for the position: Working knowledge of general accounting and bookkeeping procedures; Computer skills necessary to perform accounting work including use of Excel and Word; Good mathematical skills required; Ability to organize workload and maintain adequate records. Knowledge of reconciliation procedures for research of accounting errors. Ability to enter and monitor accounting transactions. Knowledge of how to interpret inventory data is necessary to assure appropriate depreciation schedules. Knowledge and ability to interpret and reconcile complex financial data financial spreadsheets and reports. Working knowledge of PALM, FLAIR, FIRS, FIS, and AOD/MFMP preferred.
Minimum Qualifications:
- High school diploma or its equivalent and three years of bookkeeping or clerical accounting experience. Or
- College education from an accredited institution can substitute as the rate of 30 semester or 45 quarter hours for each year of the required experience provided such education included two courses in bookkeeping or accounting. Or
- Vocational/technical in bookkeeping or accounting can substitute at the rate of 720 classroom hours for each year of the required experience.
Other job-related requirements for this position: Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
